In August, President Biden signed into law the Inflation Reduction Act of 2022. As part of this law, the temporary enhanced subsidies for people buying their own health coverage passed as part of the American Rescue Plan Act (ARPA) have been extended for an additional three years. The extension of the enhanced subsidies, previously scheduled to expire at the end of 2022, will maintain tax credit eligibility to households above 400 percent of the poverty line through plan year 2025.

Say goodbye to the Donut Hole in 2025!

When the Inflation Reduction Act was signed by President Biden last week; it will bring caps too annual drug copayments at $2,000. Monthly drug plan premiums are not included in this cap.

The cap will effectively eliminate the donut hole that currently requires retirees to pay 25 percent of the cost of their prescription drugs until they reach a threshold amount. The threshold increases every year and hit $7,050 this year.

They will get substantial relief in 2025, when the Inflation Reduction Act, signed by President Biden last week, will cap all retirees’ annual drug copayments at $2,000. Monthly drug plan premiums are not included in this cap.

UCare announced today new financial relief for Medicare and Individual & Family members due to the COVID-19 pandemic.

The new measures include:
• 20% premium reduction for July and August 2020
• No copays for Medicare primary care and mental health services, including telehealth, during the public health emergency
• Extending full coverage of inpatient hospitalization care due to COVID-19 through September 2020
"We are concerned that our members, including older and more vulnerable members, are forgoing needed care at this time," said UCare President and CEO Mark Traynor. "As a result, we are adjusting coverage and costs to support members' health. We want members to access essential care, and we are pleased to enhance providers' ability to provide that care."

UCare continues to fully cover member costs for COVID-19 tests and office visits. Medicare members may also use their Healthy Savings Over-the-Counter allowance to purchase masks, hand sanitizer, and gloves at participating stores.

Coronavirus (COVID-19) Emergency Special Enrollment Period

MNsure is offering a special enrollment period (SEP) for qualified individuals who are currently without insurance in response to the potential growth of coronavirus (COVID-19) cases. This SEP will allow uninsured individuals 30 days to enroll in health insurance coverage through MNsure.

This SEP runs Monday, March 23 through Tuesday, April 21.
Who Qualifies

This special enrollment period is for eligible Minnesotans who do not have current health insurance.
You do not need to be sick to qualify.
If you are currently enrolled in a plan through MNsure, you cannot use this special enrollment period to change plans.

The average 2018 rate increase for non-grandfathered individual and family plans with Blue Cross Blue Plus is 2.8%.

Note that this is an average and that each member’s rate will vary based on plan, geography, age and family size.

Blue Plus will have an enrollment cap of 50,000 individual and family members in 2018.

The 2018 open enrollment period will occur from November 1, 2017 through December 15, 2017. This year, MNsure has extended its enrollment deadline until January 14, 2018. Please note the differences in key dates for each channel outlined below.

Key dates for off exchange enrollment:

Enrollment forms received by Blue Plus between November 1, 2017 and December 15, 2017 will be effective for coverage January 1, 2018.

Key dates for MNsure enrollment:

Enrollment forms received by Blue Plus between November 1, 2017 and December 20, 2017 will be effective for coverage January 1, 2018.

Enrollment forms received between December 21, 2017 and January 14, 2018 will be effective for coverage February 1, 2018.
