Paul Miller’s Law – Distracted Driving
On May 28, 2024, the PA General Assembly passed—and Governor Shapiro signed—Paul Miller’s Law
What is Paul Miller’s Law?
Named in honor of Paul Miller, a Pennsylvania resident tragically killed by a distracted driver in 2010, this new law bans the
use of handheld electronic devices while operating a motor vehicle. Drivers are now prohibited from texting, emailing, or
holding a phone for calls while behind the wheel. Hands-free use is permitted, and first-time violators face a $200 fine. First
year violations are warnings, beginning October 1, 2025, tickets with fines will be imposed
