Federal Home Loan Bank of Dallas The Federal Home Loan Bank of Dallas (FHLB Dallas) is a privately owned cooperative of approximately 865 financial and affiliated institutions.

Our five-state District covers Arkansas, Louisiana, Mississippi, New Mexico, and Texas. We provide our members with short- and long-term funding through advances and credit products. As well, we support their efforts to fund affordable housing and economic development programs in their local communities. FHLB Dallas reported total assets of $36.9 billion as of March 31, 2015. In Little Rock, Arkansas, a community caregiver received a $9K Special Needs Assistance Program (SNAP) grant from FHLB Dallas, awarded through First Security Bank, to replace a failing roof, bringing more reliability and peace of mind at home.

In honor of Military Appreciation Month, we’re proud to highlight how the Housing Assistance for Veterans (HAVEN) program is making a meaningful difference for those who have served. A U.S. Army Reserve veteran received essential home updates after aging features in his home required significant improvements. With support delivered through FBT Bank & Mortgage, the HAVEN grant helped address critical repair needs, increasing comfort and reliability at home.

Through FHLB Dallas and member institutions like FBT Bank & Mortgage, HAVEN provides eligible veterans, active-duty service members, reservists with service-related disabilities and Gold Star Families with grants for home modifications or assistance needs or provides downpayment assistance to veterans purchasing homes. With $1M allocated for 2026, FHLB Dallas continues to reinforce its commitment to veterans by making critical housing support and down payment assistance more accessible.

We’re supporting five New Orleans–area nonprofits with $500k in Pathway Fund grants to assist them in resolving heirs’ property challenges, such as home and land title issues. These organizations are helping families clarify ownership, preserve generational assets and build long‑term stability. The funds were awarded through our member, Bonvenu Bank.
