The Federal Home Loan Bank of Dallas (FHLB Dallas) is a privately owned cooperative of approximately 865 financial and affiliated institutions.

Our five-state District covers Arkansas, Louisiana, Mississippi, New Mexico, and Texas. We provide our members with short- and long-term funding through advances and credit products. As well, we support their efforts to fund affordable housing and economic development programs in their local communities. FHLB Dallas reported total assets of $36.9 billion as of March 31, 2015. A $1.5M FHLB Dallas Affordable Housing Program (AHP) grant, awarded through our member, Arvest Bank, helped make Harrison Estates Senior Housing a reality in Harrison, Arkansas. The new 60-unit community expands affordable housing options for local seniors and provides modern living spaces designed to support comfort, wellness and community engagement.

Developed by Upward Housing Group, Harrison Estates Senior Housing is the first affordable senior housing development in the area in more than a decade. The community includes one- and two-bedroom units, gathering spaces, a computer center with Wi-Fi, a book exchange and resident programming focused on wellness and financial literacy.

Through the Affordable Housing Program, FHLB Dallas and member institutions such as Arvest Bank help expand housing opportunities and strengthen communities across Arkansas and the Bank's District.

FHLB Dallas has awarded nearly $60M through the Affordable Housing Program (AHP) to support 37 housing projects across Arkansas, Louisiana, Mississippi, New Mexico and Texas. Funded through 18 member institutions, these grants will help create or rehabilitate 3,109 housing units for low-income individuals and families throughout the Bank's District.

The 2026 AHP grants will support owner-occupied, rental and transitional housing, as well as housing for individuals experiencing homelessness across the region.

A $1.56M Affordable Housing Program (AHP) grant from FHLB Dallas, funded through our member Wells Fargo, helped support the development of Burleson Studios, a 104-unit supportive housing community in Austin, Texas, designed primarily for individuals exiting chronic homelessness.

Developed by Foundation Communities in collaboration with Mobile Loaves & Fishes, Burleson Studios offers studio apartments, community gathering spaces and on-site resources focused on health, wellness and housing stability.

A new affordable housing development is helping expand housing opportunities in Houston. FHLB Dallas supported the opening of Knowles-Rowland House with a $500K Affordable Housing Program (AHP) grant, awarded through our member, Home Bank. The grant helped fund the conversion of a former gymnasium into 31 permanent supportive housing units for individuals exiting homelessness.

Knowles-Rowland House was developed by Bread of Life Inc. and Temenos CDC and adds 31 single-room occupancy apartments designed to provide stable housing for residents transitioning out of homelessness. The project reflects a shared commitment to expanding affordable housing options and strengthening communities across Texas.

Through the Affordable Housing Program, FHLB Dallas works with member institutions to support the development, purchase and rehabilitation of affordable housing throughout the region. The Knowles-Rowland House project is one example of how these investments can help address local housing needs and increase housing stability.
