CMS has reversed their decision regarding FEMA disasters and SEPs: (GOOD news for agents and our customers)

SUBJECT: Withdrawal of Memo Announcing Change to Beneficiary Use of the SEP for
Individuals Affected by a Government Entity-Declared Disaster or Other Emergency
This memo announces a withdrawal of the December 3, 2024, HPMS memo entitled “Change to
Beneficiary Use of the SEP for Individuals Affected by a Government Entity-Declared Disaster
or Other Emergency.” That memo announced a change to how beneficiaries can make an election
using the Special Election Period for Individuals Affected by a Government Entity-Declared
Disaster or Other Emergency (Disaster/Emergency SEP) by requiring that they contact 1-800
MEDICARE to access the disaster/emergency SEP effective April 1, 2025.
We are withdrawing this memo and will provide further guidance on the SEP enrollment process
at a later date. With this withdrawal, the proposed change in process will no longer go into effect
on April 1, 2025. Plans should continue to accept applications using the Disaster/Emergency SEP
and may continue to use enrollment forms and plan materials that include the
Disaster/Emergency SEP.

Humana customers. Stay tuned. Things are happening with the Big 5 Medicare Advantage Companies, esp. Humana. They were not prepared for all the Post-Covid claims/operations/surgeries. The Medical Loss Ratio was impacted, meaning they aren't going to make the profit they thought they would, typically around 15%. They are estimating they will profit less than 10% for 2024

The managed care giant reported a significant rise in medical costs during the fourth quarter of 2023, attributing the rise to a pent-up demand for care from seniors.

Good morning,

As part of the Public Health Emergency (PHE) in place since March 2020, the Families First Coronavirus Response Act (FFCRA) prohibited states from disenrolling any Medicaid recipient during the PHE to help ensure continuous coverage. This resulted in the Medicaid population growing significantly. However, a provision in the federal Omnibus Bill signed in December 2022 decouples the PHE from CMS’s annual Medicaid enrollment process, and states are now required to resume annual Medicaid renewals.

Therefore, beginning April 1st, up to 18 million people nationwide may no longer be eligible for Medicaid coverage because of the redetermination process and likely will seek health insurance from another source, including employer-sponsored coverage. In North Carolina alone, we saw an increase of 28% Medicaid enrollment during the pandemic.

What this means to us in North Carolina:

North Carolina may begin outreach of this change to their Medicaid beneficiaries early as April 1, 2023
Terminations of impacted Medicaid beneficiaries to begin as early as July 1, 2023 and will last for 12 months
For those disenrolled from Medicaid, they may look to employer-sponsored health care to stay covered as part of a special enrollment period triggered by this qualifying event
