In 1798, federal assessors walked up to every house in America and counted the windows.

Congress needed two million dollars for a war with France that never quite came, apportioned among the states by population. Houses worth more than $100 were taxed between 0.2% and 1% of value — and to set those values, assessors measured every dwelling in the country: dimensions, materials, window count.

The tax had to sit unpaid a full year. Then two months of notice, posted in six public places and printed in two newspapers. The collector had to come to the door and ask in person. Movable goods were seized before land, always. Only as much of the tract as was necessary could be sold. And the owner still had two years to buy it back at 12% interest.
