We often get the question of “What is the BEST medicare plan?” and this is SUCH a loaded question! With nearly 2 decades of experience, we must say that there really is no such thing as the “perfect” Medicare plan. However, there is a “perfect” Medicare plan for each individual.

Oftentimes, consumers shop for healthcare based on premium price. And although pricing is extremely important in a purchasing decision, it cannot be the only factor in making a decision on your health insurance. There are other factors such as HMO vs. PPO networks, doctors, prescription drugs, and more. What might be the BEST Medicare plan for your neighbor, might not be the BEST Medicare plan for you! Every person has individual or unique needs, and we have to take the same unique and individual approach to your Medicare planning.

If you’re enrolling into Medicare in the year 2023, your costs for your Medicare Part B and Part D are based on your 2021 income tax return. Persons filing individually with income less than $97,000 a year, or jointly with income less than $194,000 a year will not pay any additional fees for your Part B or Part D premium. (Unless there are additional stipulations like late enrollment penalties.)

In short, there’s no “Maximum” income for Medicare eligibility, however there are barriers or “brackets” that outline the amount of money individuals or families will pay in monthly premiums for their Medicare coverage.

If you’re turning 65 in the year 2023, you have a few different options as far as Medicare enrollment. But even if you’re over 65, you have options to either enroll in Medicare, or change up your Medicare plan.

IEP - (Initial Enrollment Period) Your Medicare IEP begins on the first day of the month that comes 3 months prior to your 65th birthday, and ends on the last day of the month that follows your 65th birthday. This is a person’s first available option in enrolling in Medicare.

AEP - (Annual Enrollment Period) Beginning October 15th and ending December 7th of each year, all Medicare beneficiaries have the option to enroll into Medicare, or make any necessary changes to their Medicare plan.

OEP - (Open Election Period) Specifically for Medicare Advantage, the Medicare Advantage Open Enrollment Period is a time to make any changes to your Medicare Advantage plan. This period begins January 1st and ends March 31st.

SEP - (Special Election Period) You can make changes to your Medicare Advantage or Medicare Prescription Drug coverage when certain events occur in your life. These particular events include if you move and your new home address is out of your plan’s service area, or if you move & stay within your plan’s service area but have new options in your new location, if you move into or out of a medical institution (like a nursing home). You also qualify for an SEP if you’re no longer eligible for Medicaid, lose healthcare coverage from your employer, drop your PACE plan, or even if Medicare terminates your plan’s contract.

Which form of your income is your based on? Medicare premiums are based on your MAGI, or Modified Adjusted Gross Income. The MAGI is your total adjusted gross income PLUS the tax-exempt interest , as taken from the most recent tax data that Social Security has from the IRS. (Or essentially your income tax return from the 2 years prior to the current year.)

If you’re enrolling in Medicare in the year 2023, your Medicare premiums will be based on your 2021 income tax return. This is the reason why it’s also important to know what your income will be like if you plan on enrolling in Medicare after retirement. If your retirement income is going to be significantly less than your employment salary, you have to be sure that you can afford the Medicare premiums if your yearly income decreases.
