Effective January 1, 2027, Medicare members must meet all CMS eligibility criteria to qualify for SSBCI benefits. Eligibility will not be based solely on a chronic condition diagnosis, and enrollment in a C-SNP plan does not automatically qualify a member for SSBCI benefits.

As outlined by CMS under Section 1852(a)(3)(D)(ii), an eligible member must meet all the following criteria:

Have one or more medically complex chronic conditions that are life-threatening or significantly limit overall health or functional status;
Be at high risk for hospitalization or other adverse health outcomes; and
Require intensive care coordination.
All eligibility requirements must be met for a member to qualify for SSBCI benefits. Members who do not satisfy all CMS criteria will not be eligible

On July 4, 2025, a new federal law called H.R. 1 (also known as the “One Big Beautiful Bill Act” and the “Working Families Tax Cut Legislation”) was passed by Congress. Over the coming years, this law will create multiple changes to how AHCCCS determines eligibility, how AHCCCS members maint...

2027 Marketplace tax credit and AHCCCS update for certain immigrants
Important eligibility changes are coming for some immigrants.
Marketplace premium tax credits (2027)

Starting January 1, 2027, federal Marketplace subsidies are generally limited to:

U.S. citizens
Lawful permanent residents
Cuban/Haitian entrants
COFA migrants

Refugees, asylees, and people with TPS generally will no longer qualify for premium tax credits.
AHCCCS / KidsCare

Beginning in October 2026, full AHCCCS and KidsCare eligibility is also limited to lawful permanent residents, certain Cuban and Haitian entrants, and COFA migrants.
Refugees, asylees, and other humanitarian groups who previously qualified for full Medicaid coverage will generally be limited to emergency services only. Federal funding for Federal Emergency Services is also being reduced, which may shift more cost to the state.
If you lost AHCCCS coverage, or you are not sure whether you will still qualify in 2027, contact us. We can review your options and help you look at Marketplace coverage.
