Who was the first Medicare Beneficiary? It was President Harry S. Truman. In 1945, he called for a national health insurance fund, and in 1965 when President Lyndon Johnson signed Medicare into law, he enrolled former President Truman and issued the first Medicare Card for “Original Medicare” which includes Part A and Part B. We still refer to Parts A & B as "Original Medicare"
