Abduction, R**e, & Pursuit 7/20/2026

On Monday, July 20, 2026, at approximately 04:30hrs, the Page County Sheriff’s Office Investigation's Division received a request for assistance from Rockingham County Sheriff’s Office, in reference to an alleged abduction and r**e investigation. It was reported that the alleged abduction occurred in Rockingham County, and the alleged r**e occurred in Page County.

During the investigation, the suspect, identified as Shawn Seal, 34, of Luray, was located at the Valley Mountain Motel parking lot in Shenandoah. When investigators approached, Seal fled the area with deputies initiating a pursuit that led into Rockingham County from Page County.

The suspect’s vehicle was stopped on I-81 by Rockingham County Sheriff’s Office and Virginia State Police units. Seal was taken into custody after a brief stand-off.

In addition to charges by other jurisdictions/agencies, Seal has been charged by the Page County Sheriff’s Office with the following offenses:

§18.2-47 - Abduction
§18.2-61 - R**e
§ 18.2-67.3 – Aggravated Sexual Battery
§ 46.2-817 - Eluding

Currently, additional charges are pending further investigation.

‼️ We are in a National Weather Service Heat and Humidity Advisory for several days. By code of VA, no dog can be tethered or chained in a weather event. While the 85 degree regular day tethering law is up for interpretation by an animal control officer, this is not up for debate when weather warnings are issued. Dogs can not be in direct sun/heat by code, so kennels must be covered properly and in shade.

If you see something, say something. Call the Page County Sheriff's Office dispatch number and report. They also routinely post updates about how to report animals, check out their page. We thank them in advance for helping the animals. Ask for a welfare check and to receive a call back. Put out extra water for wildlife, cats, and farm animals and rotate often. Cats naturally move to shade and hunker down. Check on friends, family, and the elderly. Stay safe!
