Tom was integral to the founding of the Arkansas Professional Bail Bondsman Licensing Board in 1993. For nearly three decades, Tracey Halley-Terrell has dedicated her life to the surety bail profession. She began working in bail bonds in 1997 and opened her own company in 2001. In 2026, she proudly celebrates 25 years of business ownership — a milestone representing decades of commitment, professionalism, client service, and leadership within the industry.

In 2025, Tracey was elected President of the Oklahoma Bondsman Association after previously serving as Secretary of the association for 10 years. Her leadership has been defined by strong advocacy for professional bail agents, continuing education, accountability within the justice system, and protecting the future of the surety bail profession.

In addition to her state leadership role, Tracey also serves nationally as an At-Large Director and MCBA® on the Board of Directors for the Professional Bail Agents of the United States, helping represent bail professionals across the country and contributing to important discussions impacting the criminal justice system nationwide.

Outside of her professional responsibilities, family remains the center of her life. Most mornings begin at 4:15 a.m. with an early workout at the gym before heading into the office for the day. She values discipline, consistency, and maintaining balance between career and personal life. This June, she and her husband will celebrate 15 years of marriage together.

When time allows, Tracey enjoys riding her bicycle and spending time in her Slingshot on the open road. Some of her favorite moments are spent with her grandchildren — whether that means trips to the movies or weekends at the drag strip watching races together.

Throughout nearly 30 years in the profession, Tracey Halley-Terrell has built a reputation grounded in experience, professionalism, leadership, and genuine care for both her community and the people she serves every day. The respect she has earned among her peers reflects not only her longevity in the business, but also her continued dedication to strengthening the profession at both the state and national level.
