Many vehicle/vessel licensing offices remain open during the COVID-19 pandemic. Here’s what you need to know about some of the services they provide.

In line with temporary extensions granted by the Federal Motor Carrier Safety Administration (FMCSA), all Washington state commercial driver licenses (CDLs) expiring on or after March 1 have been extended through June 30, 2020. The governor's signing of Proclamation 20-48 this week means non-domiciled CDLs and CDLs with a hazmat endorsement are included.

Also, certain statutory barriers for renewing or extending CDLs and commercial learner permits (CLPs) have been temporarily waived:

• Through May 14, 2020, DOL will not downgrade any CDL holder that had a valid medical certification that was issued for a period of 90 days or longer that expired on or after March 1. DOL will update the records of drivers with a downgraded status that meet these requirements as soon as possible.
• All valid CLPs that expired on or after March 1 have been extended to June 30, 2020. This includes non-domiciled CLPs.
• Through May 14, any valid CLP holder who has evidence of successfully passing their CDL skills test in their possession may operate that specific type of vehicle without a CDL holder in the front seat of the vehicle, provided the CDL holder is somewhere in the cab.
• Through May 14, drivers with a valid CLP are not required to wait 14 days after the CLP issuance to take a skills test.

Note: FMCSA waived federal medical certificate requirements through June 30. However, the governor may waive statutes for only 30 days at a time during an emergency. DOL plans to seek the proclamation extensions necessary to give CDL drivers the full benefit of the federal waiver.

A law enforcement officer who pulls up your record will see the new expiration date. New cards will not be issued.

By law, your vehicle’s headlights must be turned on from a half hour after sunset until a half hour before sunrise. Lights must also be on any time conditions make it difficult to see people or other vehicles. Here are some things you can do that will help you see better:

• Use your high beams whenever there are no oncoming vehicles. High beams let you see twice as far as low beams. It is important to use high beams on unfamiliar roads, in construction areas, or where there may be people along the side of the road.
• Dim your high beams whenever you come within 500 feet of an oncoming vehicle.
• Use your low beams when following 300 feet or less behind another vehicle.
• Use the low beams in fog or when it is snowing or raining hard. Light from high beams will reflect back, causing glare and making it difficult to see ahead. Some vehicles have fog lights that you should also use under these conditions.

If a vehicle comes toward you with high beams on, look away from the headlights and toward the right side of the road until the car has passed. This will keep you from being blinded by the other vehicle’s headlights and allow you to see enough of the edge of the road to stay on course. Do not try to “get back” at the other driver by keeping your bright lights on. If you do, both of you may be blinded.
