New Illinois laws effective January 1, 2027

Starting Jan. 1, 2027, new rules for electric scooters, electric bikes and other micromobility devices will take effect and be enforced in Elgin. 🚲

Whether you ride regularly or are considering a new device, now is a good time to learn what's changing. The new rules outline where and how micromobility devices can be used, along with requirements designed to help keep riders, pedestrians and drivers safe.

A device's speed, motor and other features can determine who can ride it, where it can be used and what requirements apply.

Class 1 and Class 2 e-bike riders must be at least 15 years old. Class 3 e-bike riders must be at least 16 years old. Electric scooter, electric skateboard and electric unicycle riders must be at least 16 years old.

With the exception of toy vehicles, other micromobility devices will not be allowed on sidewalks. Higher-powered e-bikes and e-motos will be classified as motor-driven cycles. Riders will need a valid driver's license, and the vehicle must be titled, registered and insured.
