It’s true, Titanium Partners is developing a Starbucks location at our property at 3701 Tower Avenue in Superior, WI! ☕️ 🎉 We’ve appreciated the cooperation and partnership with the City of Superior, Jim Paine, Mayor of Superior, Jason Serck and the economic development team at the City, and many other community partners. We’ve been working on this for a couple years and are thrilled to see it finally coming to fruition. Construction started last week! More details to follow in the coming weeks, but we’re so excited to see this moving forward and under construction! 🚧

Construction has begun on a new 148-unit apartment building across from Lake Superior College to help address Duluth’s housing needs.

When completed, the five-story building will be right across from the main campus. The project has been in the works for almost a decade, making Wednesday’s groundbreaking more special.

“It feels really good as a developer to use my talents and abilities, just like everybody does in a job, to be able to provide housing for the students,” said Brian Forcier, president and CEO of Titanium Partners. “The college itself, it’s got good population. It’s got good enrollment, but it always could be better. It’s helping an economic driver of our community. For the college to be healthy, they need housing. It really is a domino effect that I’m happy to be a part of.”

30 units will be offered at 50% AMI, which is in partnership with the Housing and Redevelopment Authority of Duluth.

“The project name is the Legacy. We named it for the students to build their own legacies as they go to school and live here. Project Legacy will open most likely in the spring of 2028. We’ll start accepting applications for the units next summer of 2027,” said Forcier.

Titanium Partners, T2., Lake Superior College and other community leaders broke ground Wednesday on a new housing complex called The Legacy.

The project is located in the lower parking lot across the street from the main Lake Superior College campus.

The apartment complex will add 148 housing units near the college, with 30 designated as affordable.

The project was a decade in the making and addresses a housing need in the area, especially for some college students who say they spend upwards of an hour on the city bus getting to class.

Lake Superior College student Cole Forcier said, “Having the building, the housing on campus so you can just walk to class is next to invaluable for sure.”

The project will also include indoor and underground parking, as well as additional outdoor parking.

Construction is expected to take about a year and a half to complete.

Construction underway for The Legacy apartments! 🎉 🪏

The developer, Titanium Partners, held a groundbreaking ceremony at the site on Wednesday for The Legacy.

The project has been in the works for years and is aimed at housing LSC students, but it's also open to the public. There will be 148 units, with 30 units offered at 50% AMI.

The five-story building is intended to help address housing needs in Duluth, as well as supporting student enrollment and workforce growth.

"We want to continue to see enrollments climb at colleges like Lake Superior College. We want people to come to Duluth, not only for college, but then once they graduate, stay here, and they’ll helped fill workforce gaps in the community in healthcare, and manufacturing, and transfer students and more. We want to help welcome all students," said Daniel Fanning, Vice President of Titanium Partners.
