The Federal Motor Carrier Safety Administration (FMCSA) has identified compliance issues in 18 states regarding non-domiciled commercial driver's licenses. States have taken different approaches to address the issue, with some immediately canceling affected licenses while others provided grace periods. California's response led to legal challenges and an extension for affected drivers, but the FMCSA ruled the extension unauthorized and warned that California could lose $160 million in federal highway funding unless further corrective action is taken.
