American Society for Public Administration - Michigan Capital Area Chapter Since 1951, ASPA Michigan Capital Area Chapter has provided a forum for discussing relevant topics of public service and administration.

The Michigan Capital Area Chapter (MiCAP) of The American Society for Public Administration (ASPA) has been in existence since May 3, 1951. Since its founding, our chapter, referred to as MiCAP, has been Mid-Michigan’s voice for public service. Through our frequent board meetings, and newsletter, both tenured practitioners and new administrators emerging from the ranks of civil service are afforde

d an opportunity to network with many of mid-Michigan’s most influential political and administrative forces.

This hybrid event welcomes Dean Susan T. Gooden at the L. Douglas Wilder School of Government and Public Affairs, Virginia Commonwealth University, as the keynote speaker. The title of the lecture is "Race and Social Equity: A Nervous Area of Government."

The American Society for Public Administration’s Michigan Capital Area Chapter is hosting its next event, “Current Election Issues in Michigan,” over Cisco Webex on February 24, 2022. The event will feature opening remarks from Michigan Secretary of State Jocelyn Benson. After Secretary Benson’s remarks, the Current Election Issues Panel will discuss a variety of issues important to ASPA members and the general public relating to elections in Michigan. Topics discussed will include redistricting, election integrity, preserving democracy, and term limits.

The Current Election Issues Panel will feature Professor Matthew Mingus from Western Michigan University’s School of Public Affairs and Administration and Professor Matt Grossmann from Michigan State University’s Department of Political Science and the Director of the Institute for Public Policy and Social Research. The panel discussion will be moderated by ASPA MICAP President Chris R. Surfus, Ph.D.

Biography

Marlon Brown is committed to a life of public service and civic engagement. He works for the State of Michigan as the Chief Administrative Officer for the Department of Licensing and Regulatory Affairs. He has also previously worked for the Michigan Supreme Court, the State Budget Office, and the Delaware Senate, in addition to teaching at Davenport University and Albion College. Marlon is very active in his community and serves as a city councilmember and mayor pro tempore for the City of Mason, Michigan. He serves on various boards for the Michigan Municipal League and is a former trustee of the Mason Area Chamber of Commerce. Marlon has been a member of ASPA since 2009 and presently serves on the executive committee for the Section on Public Performance and Management. Moreover, he is a member of the Association for Budgeting and Financial Management (ABFM), the Conference of Minority Public Administrators (COMPA), and he has presented at conferences for ASPA National, COMPA, ASPA's Michigan Capital Area Chapter, and GOVERNING magazine. Marlon earned a bachelor’s degree in political science from American University, a master’s degree in public administration from the University of Delaware, and he is currently pursuing a doctorate in public administration at Valdosta State University.

Candidate Statement

For me, public service is about doing the most good and helping as many individuals as possible. ASPA has been a cornerstone of my professional career helping me to pursue this ideal and challenging me to align research and practice in order to advance excellence in public service. As such, I continually seek to give back to our profession even as I still personally grow in my own knowledge and understanding of public administration.

I earnestly desire to serve on the ASPA National Council because I feel that I can make meaningful contributions that will strengthen and enhance the scope and work of our organization. I would collaborate with the leadership of ASPA to help broaden our reach among practitioners as well as those who aspire toward careers in public service. I have a deep passion for public service, and I am personally committed to ASPA's mission. I believe that my diverse experiences in state and local government, higher education, and nonprofit governance will enable me to be an effective member and positive voice on the council. I humbly ask for your vote for District II Representative. It would be my great honor to serve you as a member of the ASPA National Council.
