With Covid-19 a stark reality, lay-offs are inevitable as soon as the subsidies run out. Remember this: you'll never be out of medical insurance if you need it, whether you can pay for it or not. Between COBRA continuation, HUSKY for adults and the Affordable Care Act, there's no reason you should be uninsured. PM me if you need more info!

Here’s a note about networks: if you are enrolled in an HMO or, for Medicare eligible seniors, a Medicare advantage plan, your network is usually limited to CT. Consider paying just a few dollars more to have a PPO (participating provider network). With a PPO plan, networks are usually nationwide!, and you never know when your going to need a specialist in Boston or NYC!

A Notice Concerning Terminated Employees

It is important to notify your broker as soon as possible if an employee terminates employment (either voluntary or involuntary) so that they can terminate benefits within the required time period. Per the State of Connecticut, an employee needs to be processed as terminated for benefits purposes before the event (if voluntary) or with 72 hours after the event.

Why is this important? If the employee is processed after the 72-hour period, it will result in the termination being effective for the 1st of the month following the notice date.

What does this mean for your organization? Increased cost on your health insurance bill. If the termination is processed within the 72-hour window, you will receive a credit on your monthly statement. If processed after the 72-hour window, you will have to pay that employee premiums for the month.

Human Resources Tip: It is important to note on the termination documentation any benefits that employee has and when they will be terminated. Providing this in writing will help avoid later disputes.

Since most employers that offer medical insurance allow employee deductions for their part of the premium, you should know that it is mandatory in CT that they allow the choice of having those deductions come out before taxes.


Section 125 Requirements

"Optional Exclusion of Employee Health Insurance Premiums From Gross Income"

"Any employer that provides health insurance benefits to its employees for which any portion of the premiums are deducted from the employees' pay shall offer such employees the opportunity to have such portion excluded from their gross income for state or federal income tax purposes, except as required under Section 125 of the Internal Revenue Code of 1986,1 or any subsequent corresponding internal revenue code of the United States, as from time to time amended." (C.G.S.A. § 31-51uu)
