Dallesport Water District – Water System Plan Update
Draft Plan – Public Comment Period
Dallesport Water District has completed a draft update to its Water System Plan describing proposed improvements to its water system including plans to expand its service area to include North Dallesport water systems. The Plan also includes the adoption of a proposed Water Use Efficiency Goal with an objective of reducing total household water use by 10 percent over the next 10 years. The District will present the draft Plan to the public at its normal meeting on January 9th, 2019 at 6:30 PM in the Dallesport Community Center 136 6th Street. The public is invited to attend and offer comments at this meeting

The public is invited to submit written comments on the draft Plan and water use goal. Copies of the Plan are available upon request in electronic format. Alternately, the District Clerk can prepare a hard copy if requested. Comments can be submitted in writing via mail or email. Written comments must be received by January 9th, 2019. Notice to customers of the Dallesport Water District, Dallesport Domestic, Prospect, North Garden Row and Dallesport Mobile Home Park drinking water systems.
Dallesport Water District is seeking grants and loans from state and federal agencies to help pay for much needed improvements to our community's water system. The managing entities of all the water systems named have entered into a non-binding agreement to pursue a construction project that would create a regional water system. Phase 1 of this project would extend main lines to all 4 smaller systems so they could purchase water directly from Dallesport WD. Phase 2 of the project would install meters on each residence so that all customers could become customers of a larger regional water system.
As part of that process of applying for funding, an income survey of all the customers from these systems must be conducted. We are asking for your support in this survey process, because survey responses will help determine which funding programs are available to fund this project.
In accordance with Washington State income survey guidelines, this survey must be conducted by an independent third-party organization. We are partnering with the Rural Community Assistance Corporation (RCAC) to be that independent party. The information you provide will only be used by RCAC to calculate the percentage of local residents that qualify as low-to-moderate income (LMI) and to determine the median household income (MHI) of this group. All information obtained will be kept confidential by RCAC.
NEITHER THE DALLESPORT WATER DISTRICT NOR ANY OTHE THE OTHER SYSTEMS LISTED WILL AT ANYTIME BE IN POSSESSION OF OR HAVE ACCESS TO ANY OF YOUR CONFIDENTIAL INFORMATION.
In January, 2019, a letter with a survey form will be sent to all residents homes. It is very important that all of the surveys are completed and returned in a timely manner. For rental houses, the survey must be completed by the people living in the house, not by the property owner. The survey will come with a stamped return envelope addressed to RCAC. If enough responses are not collected, door to door interviews will be conducted.

Just a reminder that Dallesport Water District will have a public meeting tonight at 6:30pm after our regular meeting. Discussion about extending watermain north on Dallesport Road to Garden Ave. We hope to do this with grant money with little to no cost for residents. Stevan Palmer from RCAC will be in attendance to explain how the income survey is conducted.

Dallesport Water District is developing a plan to provide water supply and service to existing water systems in North Dallesport. To do this project the District must qualify for a grant from the State to extend a water main to North Dallesport. In order to get the grant we need the water systems in North Dallesport to agree to receive service from the District.

The intent of this project is to provide safe, reliable and affordable water service to this area. There are a variety of problems with the systems in North Dallesport including deteriorating infrastructure, a lack of water rights, non-existent fire protection, insufficient resources for operation and maintenance and regulatory compliance issues. The State and County Departments of Health and the State Department of Ecology are aware of the problems and are working with the District to help solve these problems. The State, the County and the District believe the best solution is to merge with the District’s water system.

We will provide clean, safe, high quality potable water to North Dallesport along with fire hydrants to provide fire protection. Our water system is up to date on all water quality testing. We have ample water supply. We have a state of the art water filtration system that filters out the iron and manganese that is a problem in the groundwater in Dallesport.

The District intends to build a new water main on Dallesport Road in the 1st phase of this project to simply provide a source of water supply. In the 2nd phase the District will build all new pipelines in each of the North Dallesport water systems. If North Dallesport agrees to move forward with this project, the ownership of the North Dallesport water systems will not change until we have finished the 2nd phase of the project. At that point in time the District will take over operation and maintenance of the water systems and the old water system ownership will be dissolved.

This is a complex project because it can only be done with grant funding (lots of red tape) and it will take several years to complete both phases of the project. The 1st phase could be completed in about 2 years if the North Dallesport water systems agree to do this project this year.

This project will be completed using grant funding and will not require any financial contributions by the residents/owners of the property except for some minor plumbing work at each house to connect to the new pipelines as part of Phase 2.
