XRP does not need the Clarity Act. It already has clarity. FinCEN classifies it as a currency. Binance lists it as a commodity. Tax treatment is settled. Counterparties know exactly how to use it. Brad Garlinghouse said institutions just need to walk through the door. The infrastructure is ready. Price appreciation happens before the Clarity Act passes.
