- allowing private property owners to decide how their land is used
- rebuilding our existing streets and infrastructure instead of expanding outward
- revitalizing our city center

We are

AGAINST:
- the recent south side annexation
- diverting our tax dollars away from where we live to pay for the annexation
- urban sprawl that results from unplanned growth

Tonight at 6 pm a community-led group is meeting to work on a plan to restore water quality to Oso Bay and Oso Creek to make it safe for wading and swimming. The more houses built along the Oso and upstream of it, the more the Oso is impacted through runoff and other sources of human-caused contamination.
The 2014 Chapman Ranch Annexation, which has opened up 16 more square miles of land in that area for development, will exacerbate the Oso's water quality problem.

Today's Caller-Times ran three different opinion pieces regarding the draft PlanCC document.

It is not surprising to see that the recommendations presented in the draft PlanCC 2035 did not include the Chapman Ranch annexation. Perhaps this is because the annexation of Chapman Ranch was ill-conceived. The land was annexed without a master plan and produced an island of "city" farmland surrounded by county farmland. The silence of PlanCC 2035 on this annexed area speaks loudly.

At the time of the annexation, City Council members stated that they were taking this action to stop the construction of the Chapman Ranch wind farm, and they offered three main considerations for their decision. However, at this time, none of their reasons are still valid.

First, the city stated that it needed to protect its growth corridor to the south for development in the next 20 years. PlanCC 2035 addresses this point: "Assuming gross build out of the 20,148 acres of land zoned in 2014 (excluding the Chapman Ranch) for residential development at relatively low densities and floor areas, there is room for far more households and nonresidential square feet than are likely in even the most optimistic projections of growth over the next 20 years."

A second stated concern was the city's need to protect the naval air mission at Naval Air Station Corpus Christi. In a report to the City Council on April 28 of this year, Alan Wilson, of the South Texas Military Facilities Task Force, recounted how officials at the Pentagon recently confirmed to him that they have no concerns about wind energy projects around Corpus Christi. On the contrary, they stated that, "There is a technological fix within the next year that makes moot any concern about the wind turbines." Wilson added, "That's good news to us."

Regulatory agencies have a proven track record of shutting down unsuitable wind farms. This is not one of them. Naval Air Station Kingsville has signed a Memorandum of Agreement regarding the Patriot Wind farm in Petronila, and a similar agreement has been signed between NAS Corpus Christi and Apex Clean Energy.

A third stated concern was the city's need to protect broadcast ability over a number of frequencies. The Engineering Report Concerning the Effects upon Broadcast Facilities Due to the Construction of the Chapman Ranch Wind Energy Project in Nueces County, Texas, prepared by the nationally respected firm, Evans Engineering Solutions, states that, "There is no predicted interference outside of the project area for any of (Corpus Christi's) six (local) TV stations" due to the Chapman Ranch Wind project. In addition, the report finds that the project will have no adverse impact upon AM or FM radio signals or National Weather Service radar.

Apex is moving forward to build a wind farm in the area outside of the city limits. It is expected to be completed in 2016, and it needs no approval from the city to do so. Apex has voluntarily reduced the number of wind turbines planned for the annexed area significantly, and if the city tries to restrict their construction, they may remove those as well. But this would be a shame for a city that could so badly use some additional revenues right now.

According to the latest information from the city, the total cost of the first annexation is $13 million, which may or may not include bond financing costs. With the reduction of wind turbines in the annexed area, 93 percent of the city's projected tax revenue is cut, bringing in at most $1.5 million.

The current taxpayers will subsidize the annexation to the tune of many millions of dollars. Given the enormous challenges the city faces with both streets and sanitary sewer, the city cannot afford to waste millions laying sewer lines out to the middle of nowhere.

The City Council's inexplicable rush to annex last October shows a closed-minded unwillingness to pursue and discover whether their concerns were valid before risking millions of tax dollars. The city should fix this mistake before the taxpayers are forced to pay for it.

This Monday, June 15, is the deadline for commenting on the draft version of the city's new 20-year plan. The silence of PlanCC2035 on the Chapman Ranch annexation speaks loudly and the maps in its report make the mistake of the annexation just that more graphically obvious. The city should rescind the annexation and correct an expensive mistake. Weigh in now on our city's future by posting a comment on the Plan CC's website:
