Homeownership can change everything. For Bobbi Penn, it changed two lives at once.

When Bobbi needed a stable home for herself and her daughter Naomi, a $10,000 Downpayment Plus® (DPP®) grant helped make it possible. The grant covered her down payment and closing costs, putting her and Naomi in the same school district where Bobbi grew up, with her brother just down the street.

Today, Bobbi brings that experience to work every day. She works as a mortgage lender at the State Bank of Toulon, guiding other families through the same process she once navigated herself – and making sure her customers know exactly what’s possible through DPP.

The 2025 FHLBank System Impact Report from Council of Federal Home Loan Banks highlights how our Community First® Housing Counseling Resource Program is helping housing counseling agencies expand services that prepare more individuals and families for long-term financial stability and homeownership, alongside down payment assistance available through the Downpayment Plus® Program.

We enjoyed coming together last month for the JPMorganChase Corporate Challenge! It was a great evening of fitness and team building, with the proceeds from this year’s race going to the Association House of Chicago, which has been supporting local communities for over 100 years.

We had nearly 50 runners completing the 3.5 mile race, and many more employees joining as spectators. Thanks to everyone for their participation and we look forward to next year!

This week, we brought together emerging developers, members, and housing leaders from across Wisconsin for our Community First® Developer Program convening in Milwaukee.

Through meaningful conversations and new connections, attendees explored ways to strengthen the affordable housing development pipeline, expand opportunities for emerging professionals, and advance housing solutions across Wisconsin. At FHLBank Chicago, we believe great leaders are developed through intentional investment – and that starts from within.

In 2025, we welcomed a new cohort to our Coaches Helping to Accelerate Managers Program (CHAMP) – a six-month initiative that pairs seasoned leaders with newer managers to support their development goals and provide ongoing mentorship. Through regular check-ins, training debriefs, and goal-setting conversations, both managers and coaches come away stronger, elevating our organization at the same time.

CHAMP reflects our broader commitment to continuous learning and building a workforce that's prepared to serve our members and communities with excellence.

In downtown Greenville, Illinois, our member The FNB Community Bank harnessed more than $1 million in Community Advance funding to support downtown redevelopment projects that brought historic buildings back to life, opened new small businesses, and expanded housing options.

Last week, members of our Board and leadership team joined FHLBank System colleagues in Washington, D.C., for the annual Director’s Conference—an important opportunity to connect leaders from across the country on issues impacting our members. We also took time to meet with Members of Congress and advocate for the housing, community development, and liquidity needs that make impact in communities throughout Illinois and Wisconsin.
