Nevada Division of Insurance Our mission: Protect the rights of Nevada consumers in their experiences with the insurance industry.

The Consumer Services Section of the Nevada Division of Insurance handles all requests for consumer assistance. We can help you understand your policy and answer any questions you might have regarding claims or companies. We urge all consumers who are having trouble to first try to resolve any problems with their insurance company or agent. If however, such attempts are unsuccessful, we invite con

sumers to submit a formal Complaint, and one of our staff members will be happy to act as a liaison, working with the consumer and their insurance company or agent to try and resolve the problem.

🎉 This week, the Nevada Division of Insurance celebrated Public Employee Recognition Week by recognizing the incredible staff members who serve Nevadans every day.

From a daily cocoa & coffee bar ☕ and catered lunch 🍽️ to a fun “match the pet to the owner” challenge 🐾, the week was filled with appreciation, teamwork, and plenty of smiles across both the Carson City and Las Vegas offices.

The celebration also included a little friendly competition, with DOI’s Darryl Van Dorn and Brian Dziminski — better known during tournament play as “The Chairmen of the Boards” 🏆 — taking home the championship title in the Nevada Department of Business and Industry of Business & Industry Employee Appreciation Week 2026 Co****le Tournament.

Commissioner of Insurance Ned Gaines shared his appreciation for Division staff, stating: “Public work is a calling to do something towards the greater good. Public employees are vital to efficient state government, and their work often goes unrecognized. We have Public Employee Recognition Week to highlight our staff and the important work they do, but we appreciate them year-round. I could not succeed in my role as Commissioner without my staff, as they are the ones who keep the wheels turning.”

✨ Nevada Division of Insurance Commissioner Ned Gaines presented at Medicarians 2026 on Wednesday, April 22, during the session “State Regulators Take the Stage: What Insurance Commissioners Expect from Agents in the Next Decade.”

💗 Medicarians is the single largest gathering of senior health and wealth distribution professionals, bringing together the entire value chain—including agents and agency owners, product creators, care providers and health plans, investors, and innovators—all under one roof.

In his remarks, Commissioner Gaines highlighted how consumers can face challenges when navigating coverage decisions on their own and emphasized the value of trusted 🤝 relationships with agents and brokers in helping individuals better understand their options and make informed choices. He also noted that agents and brokers are the “engine” that keeps the insurance industry running. 🚂

Panelists discussed evolving federal requirements, regulatory priorities, and the importance of collaboration to support a stable marketplace and strong consumer protections. ☑️

📍The conference, held April 20–22 at the Fontainebleau Las Vegas, serves as a national forum for addressing emerging trends across Medicare, insurance, and health policy.

Recent earthquakes felt across Nevada are a reminder of an important coverage gap many homeowners may not realize: 🧠
Standard homeowners insurance policies do NOT cover earthquake damage.

After Alaska and California, Nevada ranks third in the country for major earthquakes (magnitude 5.0 or higher), making it one of the most seismically active states. With this level of risk, understanding your coverage is critical.

To be protected from earthquake damage, homeowners must purchase a separate earthquake policy or add an earthquake endorsement (if offered by their insurer). Many standard homeowners insurers do not include this coverage by default.

🔷 It’s also important to understand that earthquake policies often come with higher deductibles than typical homeowners insurance—commonly ranging from 📈 10% to 30% 📉 of your home’s insured value. Before the next event, take time to review your policy and understand what is—and is not—covered.

Commissioner Ned Gaines will be speaking at the 2026 NABIP Northern Nevada Benefits & Medicare Expo on April 29 in Reno.

During his remarks, Commissioner Gaines will provide a high-level overview of how the Nevada Division of Insurance is addressing key challenges across the health insurance market and working to support consumers and industry partners statewide.

The National Association of Benefits and Insurance Professionals represents more than 100,000 licensed health insurance agents, brokers, general agents, consultants and benefit professionals through more than 200 chapters across America. NABIP members service the health insurance needs of large and small employers as well as people seeking individual health insurance coverage.

Nevada is at the table.
Commissioner Ned Gaines, along with Nevada Division of Insurance staff, attended the 2026 National Association of Insurance Commissioners (NAIC) Spring National Meeting in San Diego, where regulators from all 50 states, Washington, D.C., and U.S. territories convened to address the challenges shaping today’s insurance markets.

As Chair of the Senior Issues (B) Task Force, Commissioner Gaines led discussions focused on the needs of senior consumers, including challenges within Medicare Advantage, Medicare Supplement, and Long-Term Care insurance markets, and the role regulators play in improving access and affordability.

By engaging in these national conversations, Nevada continues working alongside partners across the country to strengthen consumer protections and help ensure residents can access and maintain the coverage they need.

Earlier this week, Nevada Division of Insurance Commissioner Ned Gaines had the opportunity to speak with students in a property and liability insurance course at the University of Nevada, Reno taught by Professor Brandon Lewis.

During the visit, Commissioner Gaines shared his professional journey to becoming Nevada’s Insurance Commissioner and provided an overview of the mission of the Nevada Division of Insurance, which centers on consumer protection and maintaining financial solvency within the insurance marketplace.

Students also received a look at the Division’s structure and how its various sections work together to carry out that mission on behalf of Nevada consumers.

The discussion also touched on wildfire risk, an increasingly important issue for Nevada’s insurance market. Commissioner Gaines highlighted how the Division is working with industry and stakeholders to address wildfire-related challenges and how part of his role includes engaging with communities, policymakers, and other stakeholders across the state.

📢 New Report Published: Mental Health Parity & Addiction Equity Act
The Nevada Division of Insurance has released the MHPAEA Non-Quantitative Treatment Limits (NQTL) Summary Report (Pursuant to NRS 687B.404 | 12/31/2025).

This report provides an overview of how Nevada insurers comply with federal and state parity requirements, including:
🔷 Review of medical management protocols and utilization standards
🔷 Comparisons of mental health/substance use disorder (MH/SUD) benefits vs. medical/surgical benefits
🔷 Analysis of network adequacy, provider credentialing, reimbursement rates, and claims data
🔷 Identification of potential NQTL parity concerns or violations

📄 An NQTL itself is not a violation, but the report evaluates whether these limits are applied comparably to MH/SUD and medical/surgical benefits.

In addition, consumers can access 17 Individual Carrier Reports, alongside consumer guides and biennial reports, all designed to help Nevadans understand their coverage.
