The president plans to make all flyers into the U.S. get Covid-tested within a day of departure, whatever their vaccination status, media reports say.

The White House reportedly plans to further restrict travel into the U.S., making all flyers get Covid-tested within a day of their departures, whatever their vaccination status.

Several media outlets reported the news, including The Washington Post and Bloomberg.

President Joe Biden plans to announce the new policy on Thursday, Bloomberg reported. Under current policy, vaccinated travelers need to complete a Covid test within three days of flying to the U.S.

Last week, Biden banned travel to the U.S. for foreign nationals who have been in any of eight southern African countries in the past two weeks. Biden didn’t say how long that policy will apply.

On November 26, and at the advice of the President’s Chief Medical Advisor and the Centers for Disease Control and Prevention, the Administration announced it will restrict travel from Botswana, Eswatini, Lesotho, Malawi, Mozambique, Namibia, South Africa, and Zimbabwe starting on November 29 due to concerns over the new Omicron variant. These travel restrictions do not apply to U.S. citizens, lawful permanent residents, and certain other categories of travelers. As worldwide restrictions due to the COVID-19 pandemic begin to ease, and in line with the President’s proclamation regarding the safe resumption of international travel, the Bureau of Consular Affairs will focus on reducing wait times for all consular services at our embassies and consulates overseas while also protecting health and safety of our staff and applicants. Although local conditions and restrictions at individual consular posts may continue to fluctuate, the guidance to posts for the prioritization of consular services during the pandemic issued in November 2020 has been rescinded. Embassies and consulates have broad discretion to determine how to prioritize visa appointments among the range of visa classes as safely as possible, subject to local conditions and restrictions.

Malaysia will reopen its borders to international visitors by January 1

Kuala Lumpur — Malaysia will reopen its borders to international visitors by January 1 at the latest, a government advisory council said on Thursday, as the country seeks to revive its ailing tourism sector.
The Southeast Asian country has gradually reopened its economy in recent weeks as coronavirus infection rates have slowed amid a ramped-up vaccination program.
More than three-quarters of Malaysia's 32 million population are vaccinated, government statistics show.
Former prime minister Muhyiddin Yassin, who chairs a council tasked with spearheading Malaysia's economic recovery program, told reporters the tourism industry was recovering too slowly without foreigners and noted that operators needed time to resume businesses.

Muhyiddin, however, said infection control measures such as Covid-19 tests will remain in place, with authorities to determine entry based on the Covid-19 situation in originating countries, and other factors.
He did not state when a firm date for reopening will be announced, but said the decision was still being detailed by health and security agencies.
Malaysia this week announced it would launch a vaccinated travel lane with neighboring Singapore on November 29, allowing quarantine-free travel for inoculated people between both countries.
It has also agreed with Indonesia to introduce a similar travel corridor on a gradual basis.

Update on Visa Issuance by US DOS: Safely Resuming Travel by Vaccine Requirement and Rescission of Travel Restrictions on Brazil, China, India, Iran, Ireland, the Schengen Area, South Africa, and the United Kingdom

On October 25, President Biden announced a Presidential Proclamation titled “A Proclamation on Advancing the Safe Resumption of Global Travel During the COVID-19 Pandemic.” This proclamation, which took effect at 12:01 am Eastern Standard Time on November 8, 2021, ended the travel restrictions under Presidential Proclamations (P.P.) 9984, 9992, 10143, and 10199 as they relate to the suspension of entry into the United States of persons physically present in Brazil, China, India, Iran, Ireland, the Schengen Area, South Africa, and the United Kingdom. In place of these restrictions, the President announced a global vaccination requirement for all adult foreign national travelers. More information about this global vaccination requirement, including details on exceptions and waivers due to humanitarian concerns, is available at the Centers for Disease Control and Prevention website.

Pursuant to President Biden’s proclamation, as of November 8, the Department can process visa applications for individuals physically present in the affected countries. Applicants whose cases were refused solely due to their presence in a country covered by a regional COVID proclamation, should contact the embassy or consulate where they made the application to request reconsideration.

Please note that the rescission of these P.P.’s does not necessarily mean that your local U.S. embassy or consulate is able to immediately schedule all affected applicants for visa interviews. EXPLAINER: How US rules on international travel are changing

More than a year and a half after COVID-19 concerns prompted the U.S. to close its borders to international travelers from countries including Brazil, China, India, South Africa, the United Kingdom and much of Europe, restrictions are shifting to focus on vaccine status.

Beginning Monday, bans on travel from specific countries are over. The U.S. will allow in international travelers, but they must be vaccinated — with a few exceptions.

The U.S. is also reopening the land borders with Canada and Mexico for vaccinated people. Most trips from Canada and Mexico to the U.S. are by land rather than air.

More than a year and a half after COVID-19 concerns prompted the U.S. to close its borders to international travelers from countries including Brazil, China, India, South Africa, the United Kingdom and much of Europe, restrictions are shifting to focus on vaccine status.

Here are some questions and answers about the changes:

WHY ARE THESE CHANGES HAPPENING?

The goal is to restore more normal travel while limiting the spread of COVID-19, the government says. The travel industry and European allies have pushed for an end to country-specific bans. Americans have been allowed to fly to Europe for months, and Europeans have been pushing the U.S. to change its policies.

In 2019, before the pandemic, about one-fifth of the roughly 79 million visitors to the U.S. came from Europe.

WHAT ARE THE MAIN REQUIREMENTS?

All adult foreign nationals traveling to the U.S. must be fully vaccinated before boarding their flight. Like before, travelers will still have to show proof of a negative COVID-19 test taken within 72 hours of departure to the U.S.

EVERYONE NEEDS TO BE VACCINATED?

Yes, with some exceptions. Children under 18 don't need to be vaccinated but they do need to take a COVID test. Kids 2 and younger are exempt from testing requirements.

WHAT ABOUT ADULTS WHO AREN'T VACCINATED?

Since half the world remains unvaccinated, and vaccine distribution has been so skewed to rich countries, the Biden administration is leaving a loophole for people who live in countries where vaccines are scarce. That list includes about 50 countries where fewer than 10% of people have been vaccinated. Travelers from those countries will need permission from the U.S. government to come, and it can't be just for tourism or business travel.

The U.S. government says it will permit unvaccinated international visitors to enter the country if there is a humanitarian or emergency reason, such as an emergency medical evacuation. Those exceptions will be applied “extremely narrowly” and require approval from the Centers for Disease Control and Prevention. There could also be a medical exception, with documentation from a doctor.

WHAT WILL AMERICANS HAVE TO DO?

Americans who are unvaccinated have to show proof of a negative COVID-19 test within one day of international travel. If you're vaccinated, you need to take a test within three days of your departure, for both Americans and citizens of other countries. This does not apply to flights within the U.S.

WHO IS GOING TO ENFORCE THE VACCINE RULES?

That's up to airlines. They will have to verify vaccine records and match them against ID, and if they don't, they could face fines of up to nearly $35,000 per violation. Airlines will also collect information about passengers for contact tracing efforts. There will be CDC workers spot-checking travelers for compliance in the U.S.

WHICH VACCINES WILL LET YOU IN?

Most but not all of them. Any COVID-19 vaccine approved for emergency use by the World Health Organization, which include the Pfizer, Moderna and Johnson & Johnson vaccines used in the U.S. as well as most used overseas, such as AstraZeneca and China's Sinovac. Not currently allowed is Russia’s Sputnik V vaccine, which is authorized in 70 countries. The WHO is reviewing Sputnik but hasn't approved it.

WHAT IF YOU DRIVE IN FROM MEXICO OR CANADA, OR TAKE A FERRY?

The land borders have only been open for “essential” travel. Now, anyone can come, if they're vaccinated against COVID. Be prepared to show proof of the shot to Customs and Border Protection agents. Children are exempt from the requirement.

HOW WILL THIS AFFECT TRAVEL?

While the administration is characterizing this as a reopening, some people who were technically allowed to fly to the U.S. earlier in the pandemic are now blocked because of their vaccination status. Other roadblocks to normal travel resuming are big delays in issuing U.S. visas, which people in most countries need to visit the U.S. for business and tourism, and restrictions in other countries that make travel difficult.

Even though people coming from China will now be allowed into the U.S., for example, not many are expected to travel because of restrictions at home. Before the pandemic, Chinese tourists were a lucrative market for the U.S. travel industry.

Industry experts do expect a big influx in people flying from Europe, and hope that a broader recovery in travel follows as more people globally get vaccinated, U.S. visa processing speeds up, other countries lift their own restrictions and people feel less scared about getting COVID because of travel.

Factbox: Asia-Pacific countries begin to open selectively for international travel

Nov 2 (Reuters) - Asia-Pacific countries, which have had some of the world's strictest border controls and quarantine rules during the pandemic, are starting to open selectively to fully vaccinated international travellers as well as their unvaccinated children.

THAILAND

Thailand opened to fully vaccinated tourists from more than 60 countries on Nov. 1 after a more limited quarantine-free trial on the island of Phuket.

Under the new national programme, visitors must await a negative COVID-19 test on arrival, then can travel freely the following day.

SINGAPORE

Singapore in September began the progressive opening of quarantine-free vaccinated travel lanes with nearly a dozen countries, which now include the United States, Britain, Germany, South Korea and Australia. Arrivals are capped at 4,000 a day from all countries combined.

AUSTRALIA

Australia on Nov. 1 allowed fully vaccinated citizens and permanent residents to exit the country without special permission for the first time since March 2020.

Fully vaccinated citizens and permanent residents arriving in the states of New South Wales and Victoria do not need to quarantine, nor do New Zealand citizens. From Nov. 21, Singapore citizens will also be allowed in quarantine-free to those states, including as tourists.

Other Australian states still have quarantine requirements.

FIJI

Fiji on Dec. 1 will open to fully vaccinated tourists from several countries, including Australia, New Zealand and the United States, who have confirmed three-night bookings at approved resorts.

Arrivals must take a mandatory rapid COVID-19 test at their resort 48 hours after arrival. Before the test, visitors can use the facilities within the resort and book day trips with some operators.

Asia-Pacific countries, which have had some of the world's strictest border controls and quarantine rules during the pandemic, are starting to open selectively to fully vaccinated international travellers as well as their unvaccinated children.
