Yes, the Federal Reserve has cut the rate to 0%. The Fed's Emergency Rate cut has little to no impact on Mortgage Rates. Mortgage Rates generally increase after a Fed Rate. They will probably not decrease again until mortgage companies have capacity (which will be hard in a pandemic).
