For decades, certain members of the California legislature have sought to undermine the constitutional right to bail by targeting the bail bond profession. They purport to act in the interest of fairness; however, removing an individual's ability to secure their release from jail without government oversight would severely disrupt our criminal justice system.

In 2018, Californians decisively rejected Proposition 25—an attempt to abolish this fundamental right—by a margin exceeding two million votes statewide.

Currently, our profession faces another significant threat. Senator Angelique Ashby has introduced Senate Bill 562, which poses serious risks not only to the bail bond sector but also potentially affects broader segments of the insurance industry due to its far-reaching implications.

We urge stakeholders and concerned citizens alike to take immediate action against SB 562. It is imperative that we preserve both individual rights and professional integrity within our legal framework.

Why Bail Is Good for California—and Costs Taxpayers Nothing

There’s a lot of noise around SB 562 and “reforming” bail in California. But here’s what most people don’t realize:

Bail costs the state ZERO.
No tax dollars. No extra government spending. It’s a privately funded system that holds people accountable and protects our communities.

Here’s why bail works for California:
1. It protects public safety.
When someone’s released on bail, they’re motivated to show up to court. If they don’t, bail agents—not police—track them down. That means less burden on law enforcement and fewer fugitives walking free.
2. It supports victims and communities.
Without accountability, repeat offenders walk right back into neighborhoods. Bail creates consequences and helps ensure justice is served.
3. It reduces jail overcrowding—responsibly.
Families can work with bail agents on payment plans. People get out, go back to work, and show up to court—without costing taxpayers a dime.
4. The people of California already voted on this.
Back in 2020, SB 10 tried to eliminate bail entirely. Voters shut it down in a landslide. We want safety and fairness—not a broken system run by algorithms.

Let’s not forget: bail protects the public, supports victims, and costs you nothing.
Don’t let Sacramento take away what’s working.
