The MAPD plans are rated up to five stars, as you know, but some plans lost a star or two this year. Ratings are provided by the Center for Medicare and Medicaid. When your plan has dental benefits, but only 30% of the members are using that benefit, the benefits may decrease because the allotted 'bucket of money' scheduled for dental could have been better utilized in a different bucket. Or transportation, when only 10% of members are using it, the amount of money allotted for that benefit is decreased for better utilization the following year. Vaccines are being reclassified, which has led to lower ratings, and consequently, the insurance company is penalized, both financially and otherwise. I would suggest that if the benefit is important to you, it would be a good thing to value the benefit by taking advantage of going to the dentist, or asking your customer service for transportation when needed. Get your vaccines, and if you have a chronic condition you should see your doctor quarterly. Primary Care doctors and preventive care copays are mostly zero.
