You may have seen this ad before...so I thought I would explain what the HARP loan is. HARP stands for Home Affordable Refinance Program. It is for homeowners who may be underwater in their home (value is less than what they owe) or they may owe so much that traditional lending guidelines prevent them from qualifying.
