“It’s practically free money,” says loan broker Grant Stern of Morningside Mortgage in Miami.

Mortgage rates have dipped to their lowest level in decades. As of this writing, the Mortgage Bankers Association pegged the 30-year, fixed-rate loan at 3.45%. But Freddie Mac says it slipped to 3.31% in mid-April.
