Big changes are coming to New York State's unemployment insurance system, and employers need to be prepared. Beginning November 2, NYS will take its unemployment insurance system offline for approximately 9 to 12 days as it transitions to a new platform.

Beyond the temporary shutdown, the upgrade will change how employers access unemployment information, receive notices, and manage claims.

📅 New York employers have another compliance deadline coming up. Effective November 8, 2026, a new state law will establish specific requirements for employee personnel records, including:

✅ Responding to employee requests for records
✅ Notifying employees when certain negative information is added
✅ Handling disputes over information in the file
✅ Retaining covered personnel records after employment ends

Some of these practices may already be part of your HR process. The difference is that New York is now adding formal requirements and deadlines.
