What happens when a third of a neighborhood's homes sit vacant?

That was Pittsburgh, Southwest Atlanta, in 2009. The foreclosure crisis hit hard. Vacant homes brought crime, blight, and falling property values.

The Annie E. Casey Foundation, in collaboration with multiple partners, including the Metro Atlanta Land Bank, stepped in. Together, they launched the Pittsburgh Homes Project, acquiring 54 sites and turning them into 70 new housing units for low- and moderate-income families.

In a recent podcast episode, our Executive Director, Christopher Norman, sat down with the Annie E. Casey Foundation for a 15-year look-back conversation about how it happened.

He breaks down the MALB's role in holding the property portfolio, clearing titles, and stabilizing assets so redevelopment could move forward.

The result: a model now replicated by land banks across the country.

Fact of the week: Under Georgia law, the Metro Atlanta Land Bank is the only authority in Atlanta capable of clearing delinquent property taxes on a property; an authority no other public or private entity holds.

What does "tax delinquent" mean?
This means that you purchased a property with outstanding property taxes owed prior to your ownership.

What do both these things mean to you?
If you are developing a tax-delinquent property for affordable housing, you can get those prior taxes extinguished.

This allows us to serve as the bridge between tax-delinquent properties and their next productive use as affordable housing across Atlanta and Fulton County.

A vacant lot on Bryan St. SE in Grant Park just found its next chapter. 🏡

It's not a new build. It's extra yard space for the neighbor next door.

Through our Side Lot Disposition Program, the sells its vacant, unbuildable parcels directly to the adjacent homeowner. An overgrown, sometimes tax-delinquent lot becomes part of a family's property rather than sitting empty.

This 0.04-acre lot near the Beltline is small, but it's a great example of land banking in action: less vacancy, more stability, stronger blocks.
