In our work across 12 counties, including Athens and Washington, we see the same persistent challenge: the "revolving door" between the justice system and behavioral health crises. At Smart Bail Network, we are currently in the development stage, building the neutral infrastructure layer needed to bridge this gap and provide real-time coordination for our local stakeholders.

THE 15-MINUTE COORDINATION CHALLENGE: CLOSING THE GAP IN BEHAVIORAL HEALTH DIVERSION.

In Tier 1 justice systems, diversion outcomes are often decided in a high-stakes 10-15 minute window. This is the moment responders need real-time data on bed capacity, receiving center availability, and transport. Without immediate coordination, the system often defaults back to traditional processing.

Smart Bail Network is building a neutral workflow infrastructure designed to solve this gap. Operating out of the Ohio University Innovation Center, we are building the layer that connects courts, law enforcement, and health stakeholders in real time across 12 counties in the southeast Ohio corridor, primarily Athens and Washington counties.

ELIMINATING THE SWIVEL-CHAIR INTEGRATION.

Throughout the 12-county Southeast Ohio corridor: from Athens to Washington County: we see dedicated professionals caught in the "swivel-chair" trap. This is the manual, repetitive process of moving data between disconnected systems just to get a clear picture of a single case.

At Smart Bail Network, we are currently in the development stage of building a neutral workflow infrastructure to solve this. We aren't just looking at data silos; we are focusing on justice system interoperability. Our vision is to move beyond simple data sharing and toward a system that handles compliance underwriting and treats behavioral health diversion as a real-time referral workflow.

URGENT UPDATE: OHIO SB 295 (HOLLY ACT) IS NOW LAW.

Because of its emergency clause, SB 295 is officially in effect across Ohio. For our partners in the 12-county Southeast Ohio corridor: including Athens and Washington counties: this means new operational requirements are active today.

A critical change is the mandatory 14-day notification window. Hospitals must now notify the court within 14 days if a defendant refuses treatment. Without automation, these notifications often stall in manual workflows, causing "clock bleed" that risks the integrity of competency cases.

Smart Bail Network is currently in the development stage, building the neutral infrastructure layer needed to automate these alerts. We ensure that when a refusal occurs, the court and stakeholders are notified instantly, pausing the clock and maintaining compliance.

I really enjoyed spending time with Professor Pittaway and his class this semester. It’s one thing to build a platform like Smart Bail Network in a lab, but it’s another to get in front of a room of sharp students and hear their perspective on how we actually improve justice and behavioral health outcomes.

Their questions were direct, and their interest in the mission was genuine. It’s these kinds of real-world conversations that help keep our work grounded as we expand across southeast Ohio.

At Smart Bail Network, we are currently designing a neutral workflow infrastructure layer specifically for Southeastern Ohio. Our goal is to enable real-time coordination between Athens County courts, law enforcement, and behavioral health stakeholders.

With the development of the new jail facility, we have a unique opportunity to ensure courts, law enforcement, and behavioral health providers operate on a shared, real-time coordination layer.

Smart Bail Network is currently in the development and awareness-building phase. Our mission is to build the neutral workflow infrastructure required to support these stakeholders, ensuring behavioral health diversion and pretrial coordination are managed with precision.
