What the repeal means:
California removed the 20-hour prelicensing course (effective Jan 1, 2026) but still requires passing the state exam, fingerprints, and 12 hours of Ethics & CA Insurance Code before licensure.
Impact on new agents:
Lower entry cost/time ≠ better preparation.
In an environment where many agencies emphasize recruiting and product scripts over real education, baseline competence will likely decline. Agents may pass the test yet miss depth in policy mechanics, suitability, and California specific rules. The burden shifts to carriers/agencies with rigorous training and to self-driven agents to pursue credible, comprehensive education beyond the minimum or risk weaker client outcomes and higher compliance exposure.
What consumers should know:
Titles and taglines aren’t a proxy for expertise. We encourage consumers to ask agents about their training beyond licensure (policy design, suitability, tax coordination, and CA regulations) and how recommendations are vetted. The best advisors and agency’s will welcome those questions and answer them with substance.
