The Africa Urban Forum (AUF-2) is officially underway, with the Uganda Housing Cooperative Union proudly representing housing cooperative societies as community led solutions for housing delivery
As Africa experiences rapid urbanization, this forum stands as a vital continental platform established by the African Union to coordinate collective responses to human settlement challenges. This year’s theme, “Adequate Housing for All: Advancing Socio-economic and Environmental Transformation towards the Realization of Agenda 2063,” speaks directly to our shared vision for sustainable and inclusive cities.
Why This Matters; With over 50% of Africa’s population expected to live in urban areas by 2050, AUF-2 is focused on driving practical solutions, including:
Transforming informal settlements by integrating the informal economy into urban systems
Strengthening climate resilience in residential communities
Expanding inclusive financing for affordable and sustainable housing at scale
From Dialogue to Action, Building on the inaugural forum in Addis Ababa (2022), this second edition in Nairobi is centered on measurable implementation and real impact. Over the next three days, discussions will shape the Nairobi Declaration, a strategic roadmap set to influence urban development policy across Africa for years to come.

Skilling Women & Youth: A Transformative Path to Housing Access
With Uganda’s housing deficit estimated at 2.4 million units, innovative solutions are critical. Through a dedicated skilling programme in basic construction, the Uganda Housing Cooperative Union is empowering women and youth to take part in building their own homes.
By acquiring practical construction skills and participating directly in supervised house construction, members of housing cooperative societies are making low-cost housing more affordable and achievable. This approach not only reduces costs, but also breaks gender stereotypes, proving that construction and home ownership are not a male monopoly.

Today, the Uganda Housing Cooperative Union successfully held its 13th Annual General Meeting (AGM) at its new home in Katikamu Sub-County, Luwero District, a proud step forward in our journey of cooperative housing development.
The AGM was honored by the presence of representatives from the Registrar of Cooperatives (Ministry of Trade, Industry & Cooperatives) and the Uganda Cooperative Alliance (UCA). In a powerful highlight of the day, the Union officially handed over land titles to two housing cooperatives that benefited from the Housing Cooperative Development Fund, turning dreams of secure land ownership into reality.
The meeting also marked the commissioning of four concrete and ISSB brick-making machines, a strategic investment aimed at lowering construction costs and making decent housing more affordable for cooperative members.
As we closed the chapter on the outgoing Board, a new leadership team was democratically elected, reflecting strong progress in gender equality and inclusive leadership:
Women now occupy key positions, including Chairperson, Treasurer, and committee membership
The Supervisory Committee is fully female
The Vetting Committee is women-led
This remarkable achievement reflects the impact of -EFFECT-supported programs, which continue to promote women’s leadership and participation in cooperatives.
Notably, women form the majority of members in the housing cooperatives that received land titles today, reinforcing the Union’s commitment to inclusive access to land and housing, especially for women and youth.

Cooperators in Uganda will host the National Cooperatives Conference 2025 at Kololo Independent grounds in Kampala, celebrating the achievements of Cooperatives with the president of the Republic of Uganda His Excellency Yoweri Kaguta Museveni
Among the Cooperatives participating will be Members of the Uganda Housing Cooperatives who are Primary Housing Cooperative Societies
Among the achievements worth celebrating for Housing Cooperative Movement are;
• Access to land for women giving women & Youth rights to access, own, control and use of land for productive activities
• Women & Youth have accessed & own housing through housing Cooperatives breaking barriers in the patriarchal society contributing to gender inclusion
• Women economic empowerment & Financial Inclusion
• Communities accessing Land at a fraction of the cost
• Promotion of planned settlements
• Access to affordable housing for the marginalized/low income bracket
• Promotion affordable, ecofriendly building Technologies such as ISSBs
• Establishment of the Housing Cooperative Development Fund meeting the financial needs of the low income communities
The event will bring together various stakeholders in the cooperative sector, academia, policy makers, government ministires, departments and Agencies, cooperative leaders, duty bearers & opinion leaders
The Event will also feature the Launch of the National Cooperative Savings & Credit Society by His Excellency-the president of Uganda-Yoweri Kaguta Museveni a step towards re-establishing the National Cooperative Bank

In 2024, UHOCU made significant strides by empowering youth and women with the financial tools they need to access affordable housing finance. These initiatives are a reminder that homeownership isn’t just a dream—it’s a right that should be within everyone’s reach.

When youth and women are equipped with the right resources, they unlock opportunities for themselves, their families, and their communities. These efforts pave the way for stability, growth, and a more equitable future.

🌍 Empowering Communities through Land Rights Training in Kasese 🏡

On September 26th and 27th, Uganda Housing Cooperative Union (UHOCU), in partnership with and Settlement Alternatives (SSA) and with financial support from WE EFFECT East Africa, held a successful land rights training in Rugendabara, Kasese District. This training was a vital step toward strengthening community knowledge and resilience in land and housing rights.

Covering key topics such as land tenure systems, due diligence, succession law, and the role of cooperatives, the sessions provided participants with the tools needed to navigate complex land-related challenges. By empowering local communities with these essential skills, we’re helping them secure land and housing stability, which contributes to economic empowerment, long-term security, and social cohesion.

This collaboration between UHOCU, SSA, and WE EFFECT East Africa demonstrates our shared commitment to building strong, informed communities. When individuals understand their land rights and how to protect them, they are better positioned to advocate for themselves and build a sustainable future for their families.

We’re excited to continue offering more trainings and invite NGOs, community leaders, and stakeholders to join us in future sessions. Together, we can create positive, lasting change across Uganda.
