Uganda Energy Credit Capitalization Company The Uganda Energy Credit Capitalisation Company (UECCC) is in place to facilitate investments in Uganda’s high-potential Renewable Energy Sector.

Uganda Energy Credit Capitalisation Company (UECCC) was operationalised in 2009 as a company limited by guarantee owned by the Government of Uganda through the Ministry of Finance, Planning and Economic Development, the Ministry of Energy and Mineral Development and the Private Sector Foundation Uganda. Paul Palagen, a Community Engagement Officer at Karin Health Facility, highlights the transformative impact that access to hot water has had on maternal care services.

“Previously, we faced significant challenges. Mothers coming in for delivery did not have reliable access to hot water, and even after delivery, it was difficult to provide it within the required time,” he explains.

Through the Results-Based Financing (RBF) programme implemented by Uganda Energy Credit Capitalisation Company (UECCC) with support from The World Bank Group and Government of Uganda, the facility was equipped with a modern water heating system, effectively addressing a critical gap in service delivery.

“But now that the water heater is in place, it is a great benefit to us and to the surrounding community,” he adds.

As a result, the quality of maternal care has significantly improved, with mothers now receiving timely and reliable access to hot water during and after delivery, contributing to safer and more dignified childbirth experiences.

Daniel Muloki, a small business owner from Nsuube along the Jinja–Kamuli Road, has significantly improved the reliability of his operations through access to . Previously, frequent power outages disrupted his business activities, affecting productivity and income.

Through the Results-Based Financing (RBF) programme implemented by Uganda Energy Credit Capitalisation Company (UECCC), Daniel acquired a solar system from D.Light Solar at a 60% subsidy, with the added benefit of flexible installment payments. This support has made clean and reliable energy both affordable and accessible.

The RBF programme is part of the broader Electricity Access Scale-up Project (EASP), which aims to expand access to modern energy solutions across Uganda by leveraging targeted subsidies and private sector partnerships to accelerate the uptake of off-grid energy technologies, particularly for households and small businesses. The EASP is funded by The World Bank Group Bank Group and Government of Uganda.

As a result, Daniel’s business now operates smoothly regardless of grid power availability, ensuring continuity, improved productivity, and enhanced resilience. He expresses sincere appreciation to D.Light Solar and UECCC for their support, noting that access to solar energy has had a direct and positive impact on the growth of his business.

Valentino Ziraba, a household beneficiary from Buteeba in Jinja District, recognized the importance of reliable lighting for his home and took the initiative to transition to solar energy.

Through the Results-Based Financing (RBF) programme implemented by Uganda Energy Credit Capitalisation Company (UECCC), Valentino acquired a Solar Home System from D.light Uganda Limited a 50% subsidy, significantly reducing the upfront cost and making the technology more accessible.

The RBF programme is part of the Electricity Access Scale-up Project (EASP), a Government of Uganda initiative aimed at expanding access to electricity and clean energy solutions across the country. The EASP is financed by The World Bank Group and Government of Uganda with UECCC implementing the Financial Intermediation Component to support off-grid energy solutions for underserved households.

As a result, Valentino’s home now benefits from reliable and clean lighting. His children are able to study comfortably in the evenings, contributing to an improved learning environment and overall household well-being.

He expresses his appreciation for the programme, noting that the subsidy has made solar energy affordable and transformative for his family.

Namugenyi Christine, a mixed farmer in Kisuuto along Mityana Road, previously faced persistent water scarcity, with the nearest water sources located far from her farm. This significantly constrained her ability to sustain agricultural production and limited overall farm productivity.

Through the Results-Based Financing (RBF) programme implemented by Uganda Energy Credit Capitalisation Company (UECCC), Christine was able to acquire a solar-powered water pumping system at a 60% subsidy, supplied by SunCulture Uganda. The system now provides her with a reliable and clean water source powered by solar energy, enabling more efficient and consistent farming operations throughout the year.

This intervention is part of broader efforts under the Electricity Access Scale-up Project (EASP), which is financed by The World Bank Group and Government of Uganda. Under EASP, UECCC plays a key role in expanding access to modern energy solutions for productive uses, including agriculture, by leveraging private sector partnerships such as accredited Energy Service Companies (ESCOs).

Today, Christine not only meets her own irrigation needs but also supplies water to neighboring farmers at an affordable cost, thereby extending the socio-economic benefits of clean energy within her community.

Kamusala Alphat Namungarwe from Iganga District has successfully transitioned from traditional charcoal use to clean cooking through the Results-Based Financing (RBF) programme implemented by Uganda Energy Credit Capitalisation Company (UECCC).

Previously dependent on charcoal, Kamusala now uses Liquefied Petroleum Gas (LPG) supplied by WANA Energy Solutions - Wesgas Uganda, which he accessed at a 40% subsidized cost under the programme. This transition has significantly improved his daily life—cooking is now faster, cleaner, and more convenient. He can safely cook indoors without exposure to smoke, while also reducing his expenditure on charcoal.

Kamusala first learned about the solution through a market activation campaign and was able to enroll using only a National ID and a small initial payment. Through the RBF programme, LPG cylinders are subsidized by 40%, making modern, clean cooking technologies more accessible and affordable for households across Uganda. These solutions are delivered through accredited Energy Service Companies (ESCOs) participating in the programme.

The RBF programme is part of the broader Electricity Access Scale-Up Project (EASP), which aims to expand access to modern energy services across Uganda. The EASP is funded by The World Bank Group and Government of Uganda.

Under the EASP, UECCC plays a critical role as the financial intermediary, leveraging public funds to catalyze private sector investment in clean energy solutions. Goodman Eric, Director of Burondwa Mixed Farm in Isingiro, struggled with water access, spending up to UGX 2 million monthly to sustain his farm operations.

Through the Results Based Financing programme under the Electricity Access Scale-Up Project, he acquired a solar-powered irrigation pump at a 60% subsidy, making it more affordable to invest in sustainable farming solutions.

This has enabled year-round farming, improved productivity across his livestock, poultry and crops and significantly reduced operational costs.

Namugaba Harriet – Clean Cooking Beneficiary

Before accessing modern cooking solutions, Namugaba Harriet faced persistent challenges in meeting her household’s daily cooking needs. Meal preparation was both time-consuming and costly, as she relied on traditional fuels that were inefficient and expensive.

“It was quite difficult,” she recalls. “I used to spend a lot of money and time preparing a meal.”

Through the Results-Based Financing (RBF) programme implemented by the Uganda Energy Credit Capitalisation Company (UECCC) under the Electricity Access Scale-Up Project (EASP), Harriet was able to acquire an Electric Pressure Cooker (EPC) at a 50% subsidized cost.

The RBF programme, a key component of EASP, is designed to accelerate access to clean energy solutions by offering performance-based subsidies that reduce the cost of modern energy technologies. By partnering with certified Energy Service Companies (ESCOs), the programme ensures the delivery of high-quality, affordable solutions to households across Uganda, thereby lowering the barrier to adoption.

Since acquiring the Electric Pressure Cooker (EPC), Harriet’s cooking experience has significantly improved. She is now able to prepare meals more quickly, reduce her energy expenditure, and enjoy a more efficient and convenient cooking method.

Harriet expresses her appreciation for the support, noting that access to clean cooking technology has had a meaningful impact on her daily life. She commends UECCC, through the EASP, for expanding access to affordable, clean, and efficient energy solutions for households across Uganda.

Achero Florence, an enrolled midwife at Karin Health Centre III in Kitgum district, serves a high volume of expectant mothers seeking safe delivery services. Previously, the facility faced significant challenges in accessing hot water for maternal care, often requiring mothers and their attendants to fetch and boil water themselves—an inconvenience that compromised both comfort and hygiene.

Through the Results-Based Financing programme implemented by the Uganda Energy Credit Capitalisation Company (UECCC) under the Electricity Access Scale-Up Project (EASP), a solar water heating system was installed at the facility. This intervention has significantly improved access to reliable hot water, enhancing hygiene standards and the overall quality of maternal healthcare services.

Joyce Ocen Labong, Director of Ajora Mixed Farm in Gulu City, has dedicated years to developing a farm that not only supports agricultural production but also serves as a learning centre for students interested in modern farming practices.

Like many farmers, however, her operations were previously constrained by reliance on rainfall, which limited crop production during dry periods.
Through the Results-Based Financing Programme implemented by the Uganda Energy Credit Capitalisation Company (UECCC) under the Electricity Access Scale-Up Project (EASP), Joyce was able to acquire a solar water pump for irrigation at a subsidized cost (60% discount). The system now enables her to irrigate crops consistently throughout the year, reducing dependence on seasonal rainfall.

The Results-Based Financing mechanism provides performance-based subsidies to accredited Energy Service Companies (ESCOs), helping to lower the retail cost of clean energy technologies for end users.

With reliable irrigation now in place, Joyce is able to maintain stable production even during dry seasons, strengthening the sustainability of her farm while expanding opportunities for practical agricultural learning.

She commends UECCC for its role in expanding access to productive use of energy technologies, which are enabling farmers to improve productivity and build greater resilience in the agricultural sector.

Angella Oloya – Horticulture Farmer

Angella Oloya, a horticulture farmer, previously faced significant challenges accessing water for irrigation. She often had to fetch water from a distant stream and at times incurred additional costs hiring transport to deliver water to her farm.

Through the Results-Based Financing (RBF) Programme, she was able to acquire a subsidized irrigation pump, which now provides a reliable and consistent water supply for her vegetable garden. This has enabled her to cultivate crops throughout the year, improving productivity and allowing her to earn a steady daily income from the sale of fresh produce.

Fuga Francis – Clean Cooking Beneficiary (Soroti City)

Fuga Francis previously relied on charcoal and firewood for his household cooking, a practice that produced significant smoke and required longer cooking times. He has since transitioned to a modern clean cooking solution powered by biofuel, which is not only faster but also healthier and more convenient to use.

Through the Results-Based Financing (RBF) Programme implemented by the Uganda Energy Credit Capitalisation Company (UECCC), households are able to access cleaner cooking technologies at subsidized prices. These solutions help reduce indoor air pollution while improving energy efficiency in homes.
