LEGAL ALERT
Per the Public Notice issued by the National Identification and Registration Authority (NIRA), money lenders are prohibited from retaining National Identity Cards as security for loans. Section 69(3) of the Registration of Persons Act 2015 states that an issued national identification card remains the property of the Government of Uganda and Section 77(e) of the same Act makes it an offence to unlawfully possess a national identity card that belongs to another person.
