在這 病毒疫情流行的時期,對於世界各地的牙科患者來說,繼續獲得重要資訊以及緊急牙科醫療服務仍非常重要。

During this crucial period it is important for dental patients around the world to continue to have access to vital information, as well as any assistance needed in emergency dental services.

In the early period prior to an announcement of a national emergency by President Donald J. Trump, I advised several American dental clinic clients, following U.S. federal, state, local government, and industry association guidance in response to the COVID-19 Virus, to shift their practice focus and to limit office hours for emergency care only. This meant postponing most elective procedures while still remaining available to continue care for emergency patients alleviating the burden that dental emergencies would have place on most hospital emergency departments.

This required high level implementation of strict hygiene practices to help prevent transmission of the coronavirus. Staggering appointments were also enforced so that patients would have limited contact with each other during their visits.

This shift also placed new effective methods for screening patients prior to an office visit through phone interviews, and video interviews if necessary, to see what the nature of the emergency is and based on the outcome, dentists are able to recommend what to do at home or if need be, schedule patients for a private office visit.

The Republic of China (Taiwan) government announced plans to spend NT$60 billion (approximately USD$2 billion), (equivalent to 0.3% of nominal GDP in 2020 at TWD19,576.7 billion forecast by the government), to help cushion the impact of the new coronavirus on its export-reliant economy, offering loans to small businesses and even vouchers to spend on food at night markets.

Taiwan, whose largest trading partner is China, cut estimations of its 2020 economic growth as the outbreak threatens to further hit its economy, which is affecting a key part of the global electronics supply chain. The government has largely suspended travel and tourism links with China to curb its spread.

Mainland China and Taiwan have a close relationship in terms of manufacturing. Taiwan's exports to Mainland China accounted for 23% of Taiwan’s nominal GDP in the fourth quarter. This demonstrates the strong ties between the economies on trade and manufacturing, as most of the trade between the two is electronics-related parts and products.

In a special budget on Thursday, the cabinet proposed NT$14.23 billion for the transport and tourism industries, including subsidies for hard-hit tour agencies, and tax cuts for tour bus drivers. It also included loans to owners of consumer-facing businesses.

Tourism accounts for 2% of Taiwan's GDP. The outbreak will likely knock 0.35% to 0.5% off GDP this year if it lasts for three months from the end of January until April. The banking industry however is in a much better position for economic headwinds from the virus than at the time of the 2002-2003 SARS outbreak which killed 37 Taiwanese people.

Taiwan's economy ministry said it planned to give people "coupons" to spend in places such as department stores and the island's night markets, normally a big draw for tourists, to encourage domestic consumption.

The special budget should not encounter many legislative hurdles as President Tsai Ing-wen's Democratic Progressive Party holds a majority in parliament.

From the US-China trade deal to USMCA, it’s only early 2020 America already seems to be on the winning side of things.

This phase one agreement will help grow the economy in 2020 & 2021 by at least half a point of additional GDP and possibly translate into another million jobs on top of what has already been created under the Trump Administration.

has committed to halt intellectual property theft, refrain from currency manipulation, cooperate in financial services, loosening market access to US financial and car firms and purchase more than $200 billion of U.S. products over the next two years.

Purchases include up to $50 billion of U.S. agriculture, according to President Donald J. Trump, Treasury Secretary Steven Mnuchin, $40 billion of which has been confirmed by Chinese sources. Also buy $40 billion in services, $50 billion in energy and $75 billion to $80 billion worth of manufacturing, the sources said.

Details specifies both China and U.S. shall ensure fair and equitable market access for businesses that depend on the safety of trade secrets. Specific measures will protect pharmaceutical firms' intellectual property, govern patents, block counterfeiting on e-commerce platforms and prevent exports of brand-name knockoffs are detailed.

In return, the U.S. will reduce tariffs on some products made in China, keep duties the White House has imposed on $375 billion worth of merchandise. Following phase-one signing, $250 billion of Chinese imports still subject to 25% tariff and $125 billion of Chinese goods will be under 7.5 % levy.

For phase two, U.S. negotiators will turn their attention to cyber theft of U.S. companies’ trade secrets.

Vietnam is the country that stands to gain the most, while Republic of China (Taiwan), Mexico all saw their US orders ramp up last year, that the increased American imports boosted Mexico's economic growth by just over 0.2%, some of those arrangements are likely to stick, even with a deal in place.

However, over the long-term, American firms may reroute supply chains away from China to avoid the tariffs. Only time will tell which kinds of strategy, companies will likely implement, since with any changes could easily be an expensive prospect.

Online Ticketing and Streaming Impact on China’s Film Industry

Cross-industry cooperation with internet companies has generated a new industry ecosystem in China. Last year China was home to over 759 million people watching online content, including short-form videos. This has become a critical audience to win over in order to boost the influence of theatrically released films.

Online ticketing in China is also king, thanks in particular to the popularity of selecting seats in advance. The percentage of movie tickets sold online has grown steadily in recent years, climbing from 76.1% in 2016 to 81.6% in 2017 and 84.3% 2018. More people buy tickets online in the wealthier and more technologically advanced eastern parts of the country, but China’s middle and western regions are now experiencing the fastest growth in online ticket sales, especially in fourth- and fifth-tier cities.

And thanks to social media and user-review platforms, Chinese audiences are assessing the quality of films faster than ever – and increasingly “voting with their feet” to make their views felt at the box office.

Back in 2016, a film’s box-office performance was much less tied to viewer reviews of its quality. Movies rated above a 9 out of 10 on the Maoyan platform took only 27% of the total annual box office, while films that scored below 8 took 19%. But last year, films rated over 9 took 46% of the box office while those below 8 accounted for 11%. And in 2019, films rated higher than 9 grabbed a whopping 67% of the box office, while those under 8 took just 7%, showing how bad word-of-mouth online can now quickly make or break a title.

Bullet comments – real-time commentary from other viewers that scrolls over streamed videos – have become a distinctive part of Chinese online film-watching culture. They’ve grown in popularity in the past two years, with the total annual tally of comments more than doubling since 2017. The highest-grossing film in Chinese history, 2017’s “Wolf Warrior 2,” has just 248,000 bullet comments on Tencent Video, but 2018’s romantic drama “Cry Me a Sad River” has 501,000.

Movies have also increasingly become a topic of discussion on social media. In 2019, the number of articles about the top 10 biggest films of the year posted to Tencent’s ubiquitous WeChat platform grew by 78% from the year before, while the number of reviews grew by 71% and views for such content grew by 36%. Sci-fi blockbuster “The Wandering Earth,” animation “Nezha,” “Avengers: Endgame” and the government-backed, propagandistic “My People, My Country” were the most written-about films of the year.

For 2019, 68.1% of films screened online were new Chinese fare and 10.1% were new foreign films, while 15.2% were older Chinese films and just 6.6% were older foreign ones.

Internet films – movies commissioned by Chinese streaming platforms such as Tencent Video and iQiyi – are declining in number but rising in quality and lucrativeness. Last year saw 637 internet films put up online, less than half of 2018’s 1,524. But last year’s crop drove more traffic and revenue to platforms than that of previous years.

The content is drawing more viewers in part because budgets have risen. In 2017, only 6% of internet films had budgets over $428,000 (RMB3 million), but by 2019, it became fairly standard for budgets to exceed $713,000 (RMB5 million), with at least seven productions exceeding budgets of $1.4 million (RMB10 million).

Internet films are also starting to break out into the theatrical market. Recently, 146 Chinese internet films received the dragon seal of censorship approval to screen theatrically, an increase of 370% from the years before.

Republic of China President Tsai Ing-wen met the de facto envoys - Brent Christensen, director of the American Institute in Taiwan and separately - Mitsuo Ohashi, chairman of the Japan-Taiwan Exchange Association in Taipei this past Sunday to reaffirm Taipei’s commitment to deepening security and economic cooperation with both the US and Japan.

Tsai said “Taiwan would continue to cooperate to strengthen our national defense capabilities and looks forward to bolstering the integration of the Taiwan-US industry chain and continuing to deepen the trade relations.” While the US does not formally recognise Taiwan, it is legally bound to help the island defend itself.

Taiwan is now Japan’s fourth-largest trading partner and the President stressed the importance of devoting Taiwan efforts to continue maintaining stability.

Tsai won more than 57 per cent, or more than 8 million votes – the highest total in Taiwan’s election history – while her part also grew to 61 seats in the legislative election ensuring majority control.
