京城商業銀行之前身為臺南區中小企業銀行（由台南區合會儲蓄公司改制而成）。成立之初，營業區域為雲嘉南地區，以投標式合會業務營運。1975年7月4日中華民國銀行法公佈實施，規定合會儲蓄公司依法須改為專業銀行，故自1978年1月1日起改制為「 臺 南區中小企業銀行」；簡稱 臺 南企銀；於同年1月5日正式對外營業。後於1983年7月20日股票公開上市。
為符合改制商業銀行標準[2]（最低實收資本額為新臺幣一百億元），2005年增資新台幣36億元，於2006年5月3日更名改制為「京城商業銀行」；名稱「京城」兩字取於「精誠所至；金石為開」、而企業標誌為原省轄臺南市市花「鳳凰樹」，象徵銀行立足府城、花開全台。
為拓展經營範圍，1995年設立台北分行，即第一家跨區經營之分行；後配合主管機關解除中小企業銀行跨區遷移之限制，陸續遷移部份分行，目前共有64個營業單位遍及臺南及臺北、新北市、桃園、新竹、臺中、雲林、嘉義和高雄地區。

The company offers checking deposits and other deposits, including demand, saving, and time deposits; notes/bills discounting products; loans; domestic, and foreign exchange and remittance services; domestic/overseas letter of credit; domestic and overseas guarantees; and warehousing and agency services. It also issues bank debentures; acts as agent for bills payment and collection; and provides Internet and telephone banking services. It operates a total of 64 branches in Taiwan, including Yunlin, Chiayi, Tainan, Taipei, Taoyuan, Hsinchu, Taichung, and Kaohsiung. The company was formerly known as Tainan Business Bank and changed its name to King's Town Bank Co., Ltd. King's Town Bank Co., Ltd. was founded in 1948 and is headquartered in Tainan, Taiwan.
