Tens of Thousands of Property Owners Notified
The Revenue Administration of Turkey (GİB) sent notifications to tens of thousands of property owners in the first month of 2026. Individuals who bought or sold real estate within the past five years and are suspected of declaring a sale price that does not reflect the actual transaction value have been asked to apply within five days to provide an official statement.
According to nationwide data, a total of 1,688,910 residential properties were sold across Turkey last year. In every title deed transfer, a title deed fee equivalent to 4 percent of the declared sale price is paid to the Ministry of Treasury and Finance.
Increased Inspections Over Underreported Sale Prices
Because the title deed fee can reach significant amounts depending on the sale price, some buyers and sellers have reportedly agreed to declare lower figures during registration. To prevent such irregular practices, the Revenue Administration has significantly intensified its inspections.
Throughout January, GİB prepared and sent official notices regarding tens of thousands of property transactions. These notices invite parties involved in suspicious transactions over the past five years to submit explanations and defend their declared figures.
Tax Loss Penalty Raised to 100 Percent
A regulation adopted by Parliament in recent months has sharply increased penalties related to underreporting in title deed declarations. The tax loss penalty, previously set at 25 percent, has now been raised to 100 percent.
Under the new rules, individuals found to have declared a sale price lower than the actual transaction value will be required to pay an amount equal to twice the difference between the declared price and the real sale price. To avoid this heavy financial burden, affected parties are given the opportunity to apply to the Revenue Administration under the “voluntary disclosure” or remorse provisions.
The Five-Day Rule in Title Deed Transactions
Individuals invited to provide an explanation must submit their statement within five days of receiving the official notice. If they acknowledge the incorrect declaration within this period, no tax loss penalty will be imposed.
In such cases, property owners will only be required to pay the difference between the declared amount and the actual sale price for the year of the transaction, along with the legally accrued interest for the elapsed period.
