With bargain hunters on the prowl, executive condominiums (ECs) have become attractive options in a tepid property market, as vacancy rates and the number of unsold units fall in tandem with declining prices.

Property analysts TODAY spoke to noted that the median price of ECs has fallen 6 per cent from S$826 per square foot (psf) in the first three months of last year to S$773 psf in the third quarter of this year.

Is Executive Condominium a good housing option for me?

Answer:
Executive Condominium are generally price 20-30% lower than private Condo and it offer great capital appreciation compare to BTOs. For example, Westwoods Residences average PSF is $790, while other new private condo is launching at average S1360 psf. Imagine the amount of profit the buyer of westwoods will enjoy when the price gap gets narrow up after the MOP period. The most successful EC in history is Bishan Loft, the price appreciated by more than 250% soon after the EC reach it’s MOP of 5 years.

How much is needed to purchase an Executive Condominium?

Answer:
The lowest quantum EC will cost around $360k, while a typical 3 Bedroom unit will start from around $665,000.

The down payment for acquiring an EC is 20%
5% of need to be in cash while 15% can be in CPF.
Remaining of the 80% will be from mortgage loan which monthly installment can be pay via both cash or CPF or a combination of both.

First timer is entitled to a housing grant of up till $30,000.

What is the payment schedule like?

Answer:
There is 2 type of payment scheme for purchasing of EC. Deferred Payment Scheme and Normal Payment Scheme.

Deferred Payment scheme is unique for EC purchase. Purchaser only needs to pay 20% down payment and the remaining 80% is only payable upon collection of key. This make EC a good option for HDB upgrader, as they do not need to service 2 mortgage loan at the same time.

In fact for the first seven months of this year, 3,049 new EC units has been sold, which is more than full year sales volume of 2,562 new executive condo units in 2015. The improvement was on the back of developers who continually cut prices of ECs in 2016. This actually started from H2 2015, where developers cut prices for unsold stock and new launches. Developers trimmed average EC prices from S$800 per square foot (psf) in the first half of 2015 and 2014, to S$780 psf or less from H2 2015.

2016 has been a fairly encouraging year for Executive Condominiums (ECs), with 3,686 new units launched and 3,590 sold so far.

b) Possible new cooling measures for future downtown flats - If you are considering to buy a downtown flat, you should consider to buy now. Mr. Wong also highlighted that they may consider to increase resale levy, will this apply in future to suburban areas as well?

For most EC buyers, the main appeal of ECs is the condominium address and lifestyle but at a cheaper price. ECs are typically priced at S$750 to S$850 per square foot (psf), while mass market condominiums within the vicinity are likely to be S$1,000 to S$1,100 psf onwards.

This puts the EC buyer on an immediate price advantage as he is essentially buying a product that has a similar look and feel of a mass market condominium at a cheaper price.

After 10 years from completion, the EC unit can also be sold to foreign purchasers. So, depending on the state of the market at the relevant point in time, the EC buyer may enjoy a larger capital gain compared to someone who had bought a mass market condominium unit at around the same time as the EC buyer.

EXECUTIVE condominiums (ECs) were originally conceived to cater to the aspirations and needs of the so-called "sandwiched" class - those whose household income exceed the ceiling for public housing, but are not yet able to comfortably afford a private condominium. Read more at The Business Times.

Seng Kang latest site bid breakeven price is at $820, one of the highest in the area. While other EC around the area selling between $750-$780psf

What does this mean?
1) ECs Demand is still very strong in Seng Kang Area (ECs move very fast in Seng Kang area recently, The Amore and Bellewater almost sold out already)
2) Less than 300 units available around the whole Seng Kang
3) And most importantly, EC is getting more expensive in Seng kang. It might be a good idea to enter the market now to lock down on the current pricing.
