๐Ÿ”น Segment 2: Properties between 20 to 30 years old, still structurally sound but may benefit from Addition and Alteration (A&A) work. Expect slightly higher land prices compared to Segment 1, with A&A costs adding $200 to $300 psf to the overall expenses.

The Singapore Government has announced an increase in Additional Buyer's Stamp Duty (ABSD) rates for residential properties, effective from April 27, 2023.

The move aims to promote a sustainable property market and prioritize owner-occupation. The specific ABSD rate increases are as follows:

1) 20% for Singapore Citizens (SCs) purchasing their 2nd residential property

2) 30% for SCs purchasing their 3rd and subsequent residential property, and Singapore Permanent Residents (SPRs) purchasing their 2nd residential property

3) 35% for SPRs purchasing their 3rd and subsequent residential property

4) 60% for foreigners purchasing any residential property

5) 65% for entities or trusts purchasing any residential property, except for housing developers.

The ABSD rates for SCs and SPRs purchasing their first residential property will remain at 0% and 5%, respectively. The revised ABSD rates will apply to all residential properties acquired on or after April 27, 2023.

Married couples with at least one SC spouse, who jointly purchase a second residential property, can continue to apply for a refund of ABSD, subject to conditions.

There will be no change to the policy that the ABSD currently does not affect those buying an HDB flat or Executive Condominium unit from housing developers with an upfront remission, if any of the joint acquirers/purchasers is a SC.

1) Income growth and strong employment market means sellers are in strong financial position and not desperate to sell cheap

2) that said, there is reduced demand from
i) fresh BTO supply pulling demand away from HDB resale buyers
ii) reduction in buyers from private property downgraders due to the cooling measures

Which in turn matched by reduced supply of MOP BTOs ( 31k+ to 15k+) as well as cooling measures reducing supply of HDB sellers upgrading.

Resulting in net effect of firm prices (still price increase but much slower) despite lower demand

3) itโ€™s good timing for buyers to take advantage of the slower demand to secure large HDB homes before the prices of such flats start to soar again next year due to reduced supply effects.
