New Baltic LNG bunker sites to start next summer

London, 21 June (Argus) — Russian LNG producer and shipowner LNG Gorskaya is due to start offering LNG bunkering services from the German port of Lubeck and Estonia's Montu next summer.

Bunkering facilities at the ports had previously been expected to start up by the first quarter of 2018. The two facilities have a combined LNG demand of around 30,000 m³/yr.
At least five other LNG bunkering ports are being built at Grena in Denmark, Pitea in Sweden, HaminaKotka in Finland, Parnu in Estonia and Liepaja in Latvia. These are due to start up between March and May 2019, LNG Gorskaya chief executive Kirill Liats said.
Each of Gorskaya's LNG bunkering centres will have a 5,500m³ floating LNG storage barge, and a jetty for ships to be bunkered. Some locations will be able to bunker vessels anchored offshore using a secondary 1,200m³ bunkering vessel.

The bunkering facilities will receive LNG from a 1.26mn t/yr LNG production plant being developed at the Russian port of St Petersburg, which is expected to start up at the end of this year. The LNG will be supplied to seven Baltic ports using three 7,000m³ bunkering vessels on order from Russian state-owned United Shipbuilding.

The plant's first 420,000 t/yr train is scheduled to launch at the end of this year, with the second and third trains expected to follow by the end of 2019 and 2021, respectively.

GORSKAYA LNG AIMS AT BALTIC BUNKERING

Privately-owned LNG Gorskaya is challenging other LNG terminals operating on the Baltic coast, with a funding boost March 9. The Russian company's LNG bunkering project, Aurora, has secured €19mn ($20.04mn) from London-based Kinlan Communication to help finance its Parnu and Montu plants in Estonia.

LNG Gorskaya is looking to attract the same amount again through additional shares and convertible bonds. Proceeds will be used to finance LNG bunkering centers in Estonia, Germany, Latvia, Sweden and Finland.

The company plans a series of small-scale LNG terminals to deliver LNG to ships no more than 320 km from its LNG bunkering centres. Its own floating liquefaction unit will have the capacity to produce 1.3mn metric tons/year.

LNG Gorskaya CEO Kirill Lyats told Russian media that the company has already concluded contracts for LNG. “We will purchase some of the LNG on the market or through long-term supply contracts with other suppliers. We will have various LNG supply sources,” he said.

Asked to provide more details, Piotr Liamochkin, LNG Gorskaya spokesman, told NGW that the company was still in the design stage. “The floating regasified gas jetties are being sketched out and, soon, a clear-cut view of the infrastructure will be available,” he said.

He said the company was looking forward to launching an LNG depot by the end of next year, with the maiden voyage of a LNG bunkering vessel to follow soon afterwards.

A locally registered subsidiary of Gorskaya LNG signed in late January a letter of intent with the Estonian port of Parnu to establish an LNG depot in the harbour. It will include floating LNG storage with 5,500 m³ of space, an LNG bunkering vessel with a capacity of 1,300 m³, a jetty and other port installations. Aurora is also eyeing Lubeck in Germany and the Liepaja Oil terminal in Latvia as sites.

“The prospects of LNG as of a bunkering fuel are really great in the Baltic region. We have very clear and detailed plans to properly address the developments. We are happy to see competition in the market,” LNG Gorskaya told NGW.

Previously, Russia’s Kriogaz, a spinoff of Russia’s Gazprombank, a bank partly owned by Russian gas monopoly Gazprom, announced plans to supply marine vessels and ferry lines with LNG.

Kriogaz has reportedly signed a LNG supply contract with Estonia’s ferry service operator Tallink and looks forward to inking similar contracts with customers in Germany, the Czech Republic, Poland and the Baltics. In addition, for the purpose, it plans to start in the near future a long ago planned 150,000 metric ton (mt) LNG regasification facility in the Russian enclave of Kaliningrad.

LNG Gorskaya To Obtain Financing


The Estonian LNG Gorskaya Overseas Ou signed the agreement with investment company Kinlan Communications, London, Great Britain, on attraction of financing in the project of construction of the marine LNG centers, "Aurora", the representative of LNG Gorskaya told BC.

It is supposed that in May-June, 2017 LNG Gorskaya Overseas OU will attract in addition up to 19 mln euros through placement of additional shares and convertible bonds. Proceeds will be allocated for financing of a construction of the LNG bunkering centers in Estonia, Germany, Latvia, Sweden and Finland.

The Kinlan Communications team is one of the most experienced in the projects connected with placement of securities of the East European issuers. In particular, it organized private placement of shares of JSC Uralmash-Zavody in 1997.

LNG Gorskaya Overseas OU, privately-owned Estonian energy company, is entering the LNG sector last year with plans to build small-scale LNG terminals around the Baltic Sea. Earlier it was reported that Estonia's Mõntu harbor and German port of Lübeck signs agreements with Gorskaya Overseas for the development of new LNG bunkering centers. The project was called Aurora.

Each centre is set to include a 5,500 cubic metre (cbm) capacity floating LNG storage facility, a berth for ships to be bunkered by and 1,300 cbm bunkering vessels that is capable of conducting bunkering operations at both the harbour and at offshore facilities of ports in Estonia and Germany and neighboring countries.

Директор по международным проектам ООО "СПГ Горская" Станислав Уржумцев представил проект Аврора, предусматривающий размещение СПГ-бункеровочных центров в портах Балтики, на семинаре в Немецком парламентском обществе, организованном немецкой ассоциацией Zukunft Erdgas, перед представителями Еврокомиссии, депутатами Бундестага, руководителями Министерства экономики, экологических агентств, а также крупными компаниями газового сектора.

Участники семинара отметили, что проект плавучих центров бункеровки является новым словом в отрасли, и имеет значительные перспективы для развития.

Политическая нейтральность и экономические показатели проекта делают его привлекательным объектом инвестиций для европейских партнеров.
