Mexico, Monterrey and Panama from the perspective of the 6-day WRDF business visit

Between 10th and 15th September 2018, in Mexico and Panama, representatives of WFR presented 14 Wielkopolska companies from the SME sector in the agri-food sector (dairy products, freeze-dried fruits, vegetables and sausages, poultry slaughterhouse, energy drinks), cosmetics (bio and vegan and collagen), decorating (vertical gardens), textile (children's clothing), building (roads, motorways, doors and windows), aviation, medical and renewable energy (water treatment, recycling).
During a two-day visit to the capital, the prospects of exporting goods and services from Wielkopolska were discussed at meetings with ProMexico (Mexican Investment and Foreign Trade Promotion Agency), AMEXCID (Mexican Agency for Economic Cooperation under the Ministry of Foreign Affairs), COMCE (Mexican Chamber of Commerce). Promotion of Foreign Trade, Investment and Technology), representatives of the Polish Embassy in Mexico, SEDECO CDMX - International Department of Mexico City, Federal Office for the Development of Special Economic Zones, Undersecretary General of State Nuevo Leon, consulting firm BMT Global Consulting (one of the consultants is Dominika Bryndal, which prepares sectoral expert opinions), Polish business entrepreneurs in Mexico from the technological, medical, food and cosmetics sectors, Proyecto Mexico Investor Relations Director overseeing the bargaining platform, representatives of Santand Bank er Mexico (including the General Director of International Trade and Agriculture), PwC (one of the employees is Marta Milewska, transfer pricing partner) and the law firm Rivadanerya, Trevino & de Campo s.c. Offers were also submitted to the Foreign Trade Office.
In Monterrey, the capital of the Nuevo Leon region, the current needs of this state bordering the USA, which is the economic equivalent of Wielkopolska, with the Foreign Investment Director and Regional Director of the Comce Noreste Office in the Ministry of Economic Development and International Cooperation of the State of Nuevo Leon, were discussed. in particular, offers related to water treatment and the construction, gardening and textile sectors, and proposed signing an agreement between WFR and Comce Noreste and co-organizing subsequent economic events in Poland and Mexico. At the meeting at the Palacio Municipal Nuevo Leon with the Minister of Economics and Labor, Deputy Minister of Investment and Industry and Coordinator for International Relations, the similarities and differences between the two regions, common goals and investment opportunities for Wielkopolska entrepreneurs were discussed. During the meeting in Grupo Alfa with its president and financial manager NEMAK the possibilities of this largest company producing aluminum car parts, also having a factory in Poland, appreciated for high qualifications of engineering staff invited to other countries were presented to train further employees in newly opened Alfa factories on all continents. Grupo Alfa also associates companies from the food sector and expressed interest in dairy products from Wielkopolska Region.

Wielkopolska in Oman

On 15 – 20 April a visit to Oman organised by Wielkopolski Fundusz Rozwoju supported by the Embassy of Poland in Riyadh took place. Its main objective was to make an economic analysis of the market necessary to make decisions on granting loans for international expansion. Representatives of the education and business sectors accompanied WFR representatives.

There is a fair chance that entrepreneurs from Wielkopolska will be successful on this Arab market. Shortly after the profile has been outlined by the investor, the Oman Chamber of Commerce and Industry will find a business partner so as to meet the requirement for 70/30 foreign to local capital ratio. Legal matters will be handled locally by a lawyer of Polish origin specialised in Omani commercial law.

The country is actively searching for foreign investors. Most opportunities are in the furniture, food and agriculture, medical, horticulture and construction sectors. During the visit offers for vertical garden design, water treatment, horse carriages and road construction were presented.

An economic forum will be organised in Muscat in quarter 3 or 4 in cooperation with the government Investment Promotion Agency Ithraa and the Oman Chamber of Commerce and Industry. The president of the Oman-Poland Parliament Council declared he will support this initiative.

Additionally, there was a meeting at the Sultan Qaboos University, which will hopefully result in cooperation with the University of Life Sciences in Poznań in the field of research and student exchange.

Based on the gathered information, soon our expansion and development department will create a guide for investors from Wielkopolska presenting a number of ways to enter the Omani market. Tanzanian market: our insights

On 24 April 2018, 12 speakers shared their experiences with 40 entrepreneurs from all over Poland interested in expanding into the Tanzanian market at the National Chamber of Commerce headquarters during the Tanzania – Prospects for Polish Companies seminar.

The event was moderated by Ambassador Jerzy Drożdż, who provided information about a mission to Tanzania planned by the National Chamber of Commerce for June for companies in the water management sector. After that Dr. Abdallah Saleh Possi, Ambassador of Tanzania in Poland, made a presentation on the economic potential of Tanzania. Eugeniusz Rzewuski, the former chargé d’affaires of the Embassy of Poland, discussed social and ethical issues in Tanzania from Poland’s perspective. Jan Wieliński, the former ambassador of African countries, delivered his presentation entitled Characteristics of Business Conduct in Africa. Robert Zduńczyk, the President of Poland-East Africa Economic Foundation, discussed implementation of business projects in East Africa. Konrad Pawlik, the Deputy Director of the Department of Economic Cooperation of the Ministry of Foreign Affairs, talked about the Polish-Tanzanian political and economic relations, events concerning expansion in Tanzania planned for September and October and indicated other countries in which the Ministry of Foreign Affairs sees potential for international investments such as Senegal, Mongolia and the Philippines. Katarzyna Kwiecień, the Head of the Department of National Export Support of the National Support Centre for Agriculture, outlined export activities pursued by the National Support Centre for Agriculture. Wojciech Rząsiecki, the Head of the Government Export Credits Department of the Guarantee Department of the Ministry of Finance, presented information on intergovernmental credit agreements for Tanzania. Łukasz Porażyński, the Head of the International Cooperation Department of the Ministry of Entrepreneurship and Technology, discussed the condition of Polish-Tanzanian economic relations. Piotr Maciaszek, the Director of KUKE S.A, the Office of Medium and Long-Term Products Covered by State Guarantees, also cooperating with WFR, presented information on products offered by KUKE, with particular emphasis on products which may be used in commercial relations with Tanzania. Anna Gorczyca, the Head of the Department of Export Financing of Bank Gospodarstwa Krajowego (BGK), discussed information on export support instruments offered by BGK, including instruments which may be used in commercial relations with Tanzania.

In response to the Ambassador and Head of the International Cooperation Office of the National Chamber of Commerce Jerzy Drożdż’s invitation Agata Świtalska-Krych, Expansion and Development Director, made a presentation on observations from the economic visit to Tanzania in November 2017, in which she discussed the aims of the visit and information obtained during meetings in the Tanzania Investment Center, which controls the healthcare sector in 15 African countries from ECOWAS and is an intermediary between local and foreign investors, EU Business Group, which associates 130 investors from 16 European countries, and with a EU delegate, who explained the details of the complicated tax law in Tanzania, in the Ministry of Finance, which indicated agriculture, IT, infrastructure and construction as key sectors for international investments, and the Ministry of Agriculture, which declared that the most urgent needs involve growing wheat, barley, cassava, cashew nuts, sugar cane and oil plants, including sunflower, sesame and palm, and reducing imports of these products in order to develop domestic production on a large scale. At the end, she reported on WFR’s participation as an observer in the Tanzania Trade Show multi-industry fairs, where 400 products from 20 countries were presented to visitors from 12 African countries and where there were 12 exhibitors from Wielkopolska.

The presentations were followed by B2B and B2G talks in which entrepreneurs could exchange their experiences concerning investments and exports in Tanzania and approach speakers with questions. Chief Executive Officer of Fermy Drobiu Mizgier expressed interest in WFR’s offer of expert support in planning exports of eggs to Tanzania. The President of Poland-East Africa Economic Foundation declared willingness to closely cooperate with WFR in terms of all initiatives involving East Africa.

(a variety of possibilities) seminar, 12 April 2018, Wrocław

On 12 April 2018, there was a seminar in Wrocław dedicated to the characteristics of African markets in terms of investment and culture.

Invited guests included Ambassador of Senegal Amadou Dabo and Secretary of the Embassy in Nigeria Angye Dankaro. Representatives of national institutions, economic chambers and entrepreneurs operating on the African market also participated in the meeting.

During the meeting the speakers familiarised the participants with the activities concerning the Polish-African cooperation and the potential of African markets. The seminar ended with intercultural business workshops.

The meeting was organised by the Lower Silesia Marshal Office and the Lower Silesian Agency of Economic Cooperation under the auspices of the Ministry of Foreign Affairs, the Ministry of Entrepreneurship and Technology and the Polish Investment and Trade Agency.

New EU Strategy for Latin America and the Caribbean from the Polish perspective

On 5 April 2018, the Polish Institute of International Affairs held a four-hour round table meeting for experts concerning the Polish perspective on the European Union's new strategy for Latin America and the Caribbean (LAC).

Such discussions take place in all EU Member States and their main objective is to gather different perspectives and ideas in order to develop a new strategy towards LAC. Both the event itself and the Polish Institute of International Affairs provided a unique opportunity for representatives of various institutions and communities to share their views, experiences and recommendations with representatives of the European External Action Service (EEAS) as Poland's contribution to a comprehensive reflection on the prospects for further EU-LAC relations.

The Communication from the European Commission on Consultations with Stakeholders on Latin America and the Caribbean, which aims to present a new vision of relations in the developing international environment, drawn up by the European External Action Service was the main point of reference in the discussion.

During the first session, Review of EU-LAC relations and the Polish political perspective, focused on the political dimension of EU-LAC relations. The presentation by Mr Manfredo Manti, Head of the Regional Affairs Unit at the Department of the Americas, EEAS, provided the necessary background for the EU's current priorities in terms of LAC. Speeches by Ms. Karolina Cemka, Deputy Director of the Department of Americas at the Ministry of Foreign Affairs, and Mr. Bartlomiej Znojka, Latin America Analyst (Polish Institute of International Affairs) served as an introduction to the discussion on the opportunities and challenges related to Poland's involvement and contribution to the development of EU-LAC relations.

The second session, Polish Key Players in EU-LAC relations: Business, Science and others, was about mutual relationships and visions of future relations from the point of view of cooperation between science business and territorial government. Mr. Wojciech Baczyński, Secretary General of the Polish-Portuguese Chamber of Commerce, Ms. Joanna Gocłowska-Bolek, Associate Professor at the University of Warsaw, and Mr. Michał Kolasiński, Expert at the Office for International Cooperation, Marshal Office of the Wielkopolska Province, addressed the role of business and civil society and outlined a vision of EU-LAC relations. University-industry cooperation has been at the forefront of promoting interest in Latin America and bridging the gap between Poland and Latin America. Cooperation with territorial government emerges as a new promising area in Polish-Latin relations.

Wielkopolski Fundusz Rozwoju was represented by General Director Leszek Wojtasiak and Expansion and Development Director Agata Świtalska-Krych.

Assessment of the potential of the partnership was conducted to develop an ambitious but realistic agenda, aiming to improve the coherence and impact of external actions on the region, adjusting its political, trade, investment and cooperation instruments to the common objectives and complementing and strengthening those of the EU Member States.

The EU and LAC share deeply rooted ties based on strong social, cultural and economic relations. Relations between the EU and LAC have intensified in recent years, which is also a reflection of the changes that have affected these two regions. The EU's active involvement in the Colombian peace process, the new Political Dialogue and Cooperation Agreement with Cuba, the negotiations on the association agreement with Mercosur and amendment of the existing agreements with Mexico and Chile are some of the examples of a positive trend in EU-LAC relations. Trade in goods between the EU and LAC has increased by 33% compared to 2006. Trade agreements have been concluded with 26 of the 33 countries in this area, making LAC one of the most economically integrated areas with Europe. Europe is a leader among foreign investors in LAC and contributes to the diversification of its economies. European investment represents 68% of all foreign investment in the renewable energy sector, 70% in research and technological development (RTD) and 44% in the telecommunications and digital economy. At the same time, relations with other regions of the world have also intensified, which translates into increased competitiveness from major international players in the area, such as China, Russia and the US.

The round table discussed the main priorities, opportunities and challenges for the EU-LAC partnership, pointed to areas with most potential for strengthening mutual partnership and considered what would be more beneficial: adopting a comprehensive approach or prioritising some of the 10 areas of bilateral relations:

science, research, innovation and technology;
sustainable development, environment, climate change, energy, biodiversity;
regional integration and interconnectivity to promote social inclusion and cohesion;
migration;
education and employment to promote social inclusion and cohesion;
global drug problem;
gender (sexuality);
investment and entrepreneurship for sustainable development;
higher education;
safety of residents.

In view of the growing number of comprehensive agreements, in particular association and trade agreements, which lay the foundations for deeper and wider political engagement between the EU and LAC, it was discussed how the EU and LAC could make full use of these agreements and what instruments should be used to this end, how economic diplomacy could better serve the partnerships between regions, where experts see greatest opportunities and challenges in the economic relationship between the EU and LAC, how they can benefit from an ever wider network of trade agreements, how investment relationships can be further developed, and where conditions for cooperation are most conducive to achieving sustainable development objectives and implementing the 2030 Programme.

Possibilities, instruments and models for cooperation to be introduced were also discussed as more and more countries in the region are reaching the upper-middle or high income status, with limited access to official development assistance (ODA) and preferential financing. The experts discussed what kind of agenda of bilateral regional relations would best respond to the concerns and interests of citizens and what challenges and opportunities are created by the emergence of new international players in LAC, creating a new geopolitical environment in the region.

The precarious geopolitical environment brings new challenges and opportunities to the EU-LAC relationship, which requires more commitment to common values and interests in order to make the partnership more relevant to citizens' needs and ambitions. The new strategy should therefore be in line with the EU's global strategy for foreign policy and security policy and the new European Consensus on Development and Trade.

The participation of the representatives of WFR in the event made it possible to obtain valuable information on the possibilities of cooperation with Latin American and Caribbean countries, both from the point of view of an EU Member State and the Wielkopolska Region, allowing for a detailed analysis of Latin American markets an assessment of investment risks, which is indispensable for Wielkopolska-based entrepreneurs to make a decision to start foreign expansion in these areas and better prepare for economic visits planned to South American countries in the context of the forthcoming parliamentary and territorial government elections in LAC.

Study Tours to Poland: a study visit to Wielkopolska for a delegation from the Kharkiv Region, Ukraine.

On 19-23 March 2018, a study visit under the "Study Tours to Poland" initiative took place, during which Wielkopolska was visited by a delegation from the Kharkiv Region. The delegates from Wielkopolska's partner region included representatives of the regional council, town mayors, commune mayors and administrators.

On 20 March Hubert Zobel, President of the Board of WRDF, delivered a speech at the Marshal Office and presented activities pursued by WRDF.

Guests from Ukraine expressed their interest in the areas of local development management, job creation and territorial government issues, i.e. budget planning, land management and investor acquisition, participation in international projects and building relations with civil society.

In the future, the contacts established during the visit may result in closer cooperation and a visit to the Kharkiv Region in order to conduct a more thorough analysis of investment opportunities.

Potential and opportunities for development in the Canadian market: seminar

On 27 February at the Marshal Office of the Wielkopolska Region in Poznań, a seminar was held on the potential of the Canadian market organised by the Investor and Exporter Service Centre at the Department of Economy at the Marshal Office of the Wielkopolska Region in Poznań and the Office of the Commercial Counsellor at the Embassy of Canada in Warsaw.

The meeting was opened by Mr. Maciej Sytek, Member of the Executive Board of the Wielkopolska Region, who warmly welcomed the guests: speakers from Canada, entrepreneurs from Wielkopolska and representatives of organizations cooperating with Canada.

The EU-Canada Comprehensive Economic Trade Agreement (CETA) signed in September 2017 opens up a wide range of new opportunities for foreign cooperation. A number of issues related to the EU-Canada Free Trade Agreement were addressed during the seminar.

At the beginning, the Polish-Canadian economic relations in the light of the CETA were presented, followed by insights on new possibilities for enterprises and the Registered Exporter System (REX), which stipulates the rules on the origin of goods. Next was an in-depth presentation of the Polish agri-food sector under the CETA agreement. Legal aspects of doing business on the Canadian market were also presented. A lecture on cultural aspects of conducting business in Canada attracted a lot of attention among students. Subsequent presentations looked at Canadian immigration and employment programs as well as logistics in export to Canada.

Extending the possibilities of economic cooperation with Canada is of interest to WFR, which may contribute to the expansion of products from Wielkopolska to the Canadian market by supporting regional entrepreneurs.

GHANA, AFRICA'S MOST INVESTMENT FRIENDLY STATE – 2017 WEST AFRICA AGROFOOD TRADE FAIR

A stable political environment in the West African region with established democratic institutions and systems ensuring good governance of the country, a large, flexible workforce that is eager to learn, a competitive daily minimum wage of around $2/day, 100% foreign ownership of companies, duty-free access to US exports under the African Growth and Opportunity Act (AGOA) and to EU markets under Economic Partnership Agreements (EPAs), excellent maritime and air links to Europe and the US and a strategic and central location in West Africa with access to the Economic Community of West African States (ECOWAS) of as many as 350 million people are the key drivers for investment in Ghana.

From 3 to 9 December 2017, representatives of WFR participated in a delegation of the Wielkopolska Region in Accra, the capital of Ghana, organised by the Marshal Office as part of the Wielkopolska Brand programme, during the 2017 West Africa Agrofood fair – Measure implemented as part of the non-competition project "Gospodarna (thrifty) Wielkopolska" co-financed from the 2014-2020 Wielkopolska Regional Operational Programme, Measure 1.4: Internationalisation of the regional economy, Sub-measure 1.4.2: Economic promotion of the region; details available on www.umww.pl (link is external) and www.iw.org.pl (link is external). Mr. Leszek Wojtasiak, General Director of WRDF, substituted for Mr. Maciej Sytek, Member of the Executive Board of the Wielkopolska Region, as the head of the delegation and as an official representative of Wielkopolska at the fair. He officially inaugurated the event on 5 December 2017, together with representatives of, among others, the Netherlands, France, Germany, Italy and Algeria. Wielkopolska Region Development Fund officially participated in the fair as a representative of one of the five business support institutions, along with the National Chamber of Commerce for Importers, Exporters and Cooperation, the Chamber of Commerce in Koło, the Southern Wielkopolska Food Cluster and the Poznań University of Life Sciences. At the fair, which lasted until 7 December 2017, the Wielkopolska agri-food sector was represented by companies such as: Microfood S.A., M***a Sp. z o.o., Dantom Sp. z o.o., Wielkopolskie Zakłady Mięsne Agrico Sp. z o.o. ZPCHR, Gembiak-Mikstacki Sp. j. and Formeds Sp. z o.o.

Apart from participation in the fair, representatives of Wielkopolska Region Development Fund represented the Wielkopolska Region at meetings in six ministries: agriculture, industry and trade, health, foreign affairs, finance, roads and motorways and in the Ghana National Chamber of Commerce & Industry and the Ghana Investment Promotion Centre (GIPC). The offers presented by Wielkopolska-based entrepreneurs met with a positive response because they fit perfectly with the government's "One-District-One-Factory" aimed at establishing at least one factory or enterprise in each of the 216 districts of Ghana. The first of the 10 points of the government's programme assumes revitalising the domestic economy, increasing investment potential, creating export opportunities, creating jobs and striking a balance between urban areas and rural areas. The government wants to provide in-kind support and land with connections to the electricity grid. The next objective is the strategy for anchoring industry. It concerns producer groups, which are supposed to be the pillar of the economy, and envisages investments in hundreds of millions of dollars in aluminium production, automotive production and mineral resources, given the fact that three main deposits of bauxite have not yet been depleted since colonial times. The plan also provides for a combination of bauxite mining and car production in Ghana. Senegal and Ghana have the largest deposits of these minerals. Iron ore deposits, chemical salts and crude oil, the so-called black gold, are of importance for key industries. Each zone will have one industrial park, which is why investors are necessary to industrialize the regions. The fifth point concerned the development of small and medium-sized enterprises. Today, 90% of businesses in Ghana are small and medium-sized enterprises, and they need to be adequately protected.

Ghana wants to create a small business industry, enabling them to work together for the country and create a distribution network. The government also plans to create a dedicated portal to show demand for raw materials reported by large companies in Ghana and a list to represent their capacity, so that smaller companies could supply raw materials, including local sourcing as a target, so that the financial and natural resources remain in the country. The seventh point concerns increasing export opportunities and provides for updating the strategy adopted by the previous government in order to comply with the assumptions of the current government, inter alia, to increase exports outside the country and the ECOWAS zone. Ghana wants to take full advantage of all multilateral and regional agreements. The idea is that all barriers to free trade areas should be removed by the end of 2017. A lack of consistency often transpires in other countries' policies, as the business environment in Africa is completely different from that in Europe. The government is working on a special agenda to clarify all regulations so that investors can easily understand them. All customs clearance issues will be carried out automatically. Currently, goods can be delivered, but collection from the port takes 2 weeks. A system of digital addresses will be introduced, enabling navigation to guide to the destination of the investment. You can already register your business online in Ghana, it now takes only five days. If the investor does not receive any registration documents after five days, they can still start business.

Project 46 envisages a leap from 120th to 46th position (currently occupied by Mauritius) in the ranking of the world's most developed countries over a period of 3 years. The development of international trade must include promotion of domestic trade so that citizens can sell and buy goods produced in Ghana. The government plans to build model markets in particular cities and regions by launching a robust "Made in Ghana" campaign. The final point concerns strengthening the dialogue between the public and private sectors. Ghana is aware that foreign investors have problems communicating with local business partners and therefore plans to create the right atmosphere so that the dialogue takes place on a regular basis and each of the parties has the opportunity to be heard. Ghana's ambition is to create a forum where representatives of business and administration could ask questions and obtain satisfactory answers.

The delegation from Wielkopolska also participated in a meeting with a 40-person Polish community in Ghana, which facilitated establishing contacts, including with representatives of the construction and agri-food industries interested in cooperation with investors from Wielkopolska. On the last day of the stay in Ghana, WFR organized a conference for entrepreneurs from Wielkopolska participating in West Africa Agrofood 2017, presenting proposals for repayable financial instruments dedicated to SMEs interested in foreign expansion.
