In a recent article published in Dawn.com, Zafar Masud, Chairman PBA, highlights Pakistan’s largest untapped economic opportunity - nearly 5 million SMEs that contribute ~40% of GDP, 25% of exports, and 80% of non-agricultural employment, yet only around 2% have access to formal credit.

The article argues that the key constraint is not risk aversion in banking, but lack of financial visibility, as most SMEs operate informally without reliable data for credit assessment. This leads to costly informal borrowing that limits growth and formalisation. It calls for structural reforms including credit guarantees, data integration, formalisation incentives, and stronger dispute resolution - to unlock SME potential at scale.

He highlights key reforms including privatisation, the growth of Islamic banking, and the rapid expansion of digital infrastructure such as Raast. The article also underscores record remittance inflows through RDA, rising financial inclusion, and increased financing to SMEs, agriculture, and housing. It further notes the persistent constraint of government borrowing crowding out private sector credit.
