سرٹیفیکیٹ آف ایلیجیبلٹی: اب خریداری کے لیے لازمی

فیڈرل بورڈ آف ریونیو (FBR) نے "سرٹیفیکیٹ آف ایلیجیبلٹی" کا اجرا کیا ہے، جسے پراپرٹی یا گاڑی کی خریداری سے پہلے حاصل کرنا لازمی ہو گا۔ یہ سرٹیفیکیٹ اس بات کی ضمانت دے گا کہ خریدار حکومتی ٹیکس قوانین کے مطابق اہل ہے۔

اہلیت کی شرائط: کون خرید سکے گا؟

جائیداد یا گاڑی صرف وہی افراد خرید سکیں گے جو درج ذیل شرائط پر پورا اترتے ہوں:

ٹیکس فائلر: خریدار کا ٹیکس فائلر ہونا ضروری ہے۔
ایکٹو ٹیکس پیئرز لسٹ (ATL) میں شمولیت: خریدار کا FBR کے سسٹم میں ایکٹو ٹیکس پیئرز لسٹ (ATL) میں شامل ہونا لازمی ہے۔
2 سال کا انکم ٹیکس ریٹرن: خریدار نے کم از کم پچھلے 2 سال کا انکم ٹیکس ریٹرن فائل کیا ہو۔
کوئی قابل وصول ٹیکس واجب الادا نہ ہو: خریدار پر کوئی بھی قابل وصول ٹیکس واجب الادا نہ ہو۔
متوقع طریقہ کار
سرٹیفیکیٹ حاصل کرنے کا عمل کافی آسان متوقع ہے:

درخواست: شہری آن لائن IRIS سسٹم یا FBR ایپ کے ذریعے درخواست دے گا۔
خودکار اجرا: سسٹم خودکار طور پر سرٹیفیکیٹ جاری کرے گا۔
جمع کروانا: اس سرٹیفیکیٹ کو پراپرٹی کی رجسٹریشن کے لیے سب رجسٹرار آفس یا گاڑی کی رجسٹریشن کے لیے متعلقہ آفس میں جمع کروانا ہوگا۔

خلاف ورزی کے نتائج

اگر کوئی شخص ان قوانین کی خلاف ورزی کرتے ہوئے خریداری کرتا ہے، تو اسے سنگین نتائج کا سامنا کرنا پڑ سکتا ہے:

خریداری کالعدم: کی گئی خریداری کو کالعدم قرار دیا جا سکتا ہے۔
جرمانہ اور قانونی کارروائی: جرمانہ عائد کیا جا سکتا ہے اور قانونی کارروائی بھی ہو سکتی ہے۔
"بے نامی" تصور: ایسی خریداری کو "بے نامی" (یعنی کسی دوسرے کے نام پر کی گئی جائیداد) تصور کیا جا سکتا ہے، جس کے تحت جائیداد ضبط بھی ہو سکتی ہے۔
یہ نیا نظام یقینی طور پر جائیداد اور گاڑیوں کے شعبے میں شفافیت لائے گا اور ٹیکس چوری کو روکنے میں مددگار ثابت ہوگا۔
