The Securities and Exchange Commission (SEC) has issued a cease and desist order against Riscoin, Riscoin Exchange, Riscoin Trading, League of Seagull Ltd., and Seagull Alliance for allegedly selling unregistered securities and operating unauthorized investment schemes.
