LTO 7 to intensify enforcement operations VS Unregistered, Unsafe, Defective Vehicles and Improper attachment of license plates
The Land Transportation Office (LTO) 7 announced the intensified roadside operations targeting motor vehicles with unregistered or delinquent registrations, unsafe or defective vehicles, and vehicles with improperly attached or unauthorized license plates.
Pursuant to the LTO Memorandum dated May 2, 2025, the agency will intensify the enforcement of regulations on the proper attachment of license plates, reinforcing its commitment to efficient vehicle identification and registration.
Vehicles with unauthorized, obscured, or improperly attached plates may be subject to fines and penalties under existing laws and regulations.
In addition, as per the LTO Memorandum dated June 16, 2025, all enforcement units are directed to conduct comprehensive roadside inspections to apprehend motor vehicles that are unregistered, have expired registration, have defective parts/accessories, or are deemed unfit and unsafe to operate on public roads.

1.) For new vehicles not initially registered in region 7, please refer to the vehicle's vendor for information on claiming your plates. Region 7 license plate refer to those vehicles with MV File numbers starting with 0701 or 0716.
2.) To ensure a smooth claiming process, clients are reminded to bring the photocopy of their Certificate of Registration (CR) and Official Receipt (OR) and one (1) valid government-issued ID (present original and submit one photocopy).
2.1) For authorized representatives: original signed authorization letter from the registered owner and one (1) valid government-issued ID of both the representative and the registered owner (present original and submit one photocopy of each).
2.1) For company vehicles: original Secretary’s Certificate and a photocopy of the authorized representative's ID.
3.) LTO 7 also advised motorists to attach their plates properly. Motor vehicle license plates must be securely attached, with one (1) plate at the front and one (1) at the rear.
4.) Motorcycles are required to attached their plate at the rear. Plates must be kept clean and clearly visible at all times.
5.) Failure to attach, improper attachment, or tampering with authorized motor vehicle plates is a violation that carries a fine of ₱5,000.
