In line with President Ferdinand R. Marcos Jr.โ€™s directive to provide better learning opportunities and ensure that public funds translate into meaningful services for the Filipino people, the Department of Budget and Management (DBM) conducted a site inspection of the completed Open University System Building of the Polytechnic University of the Philippines (PUP) Mabini Campus in Sta. Mesa, Manila on 10 June 2026.

Representing DBM Acting Secretary Kim Robert C. De Leon, DBM officials personally inspected the newly completed four-storey facility to assess the projectโ€™s implementation and reaffirm the governmentโ€™s commitment to ensuring that investments in education deliver tangible benefits to Filipino learners.

Acting Secretary De Leon emphasized that every peso allocated for education must result in improved opportunities and outcomes for students.

โ€œMalinaw ang direktiba ni Pangulong Bongbong Marcos na dapat maramdaman ng bawat Pilipino ang bawat sentimong nagmumula sa pambansang budget. Kaya sa bawat proyektong natatapos at bawat silid-aralang naipatatayo, pinatutunayan natin na ang budget ay hindi lamang numero sa papel, kundi konkretong serbisyo, tunay na oportunidad, at mas magandang kinabukasan para sa ating mga kababayanโ€”lalo na para sa ating mga mag-aaral.โ€

The project, funded through a P185-million budget allocation, was completed in 2025 and now serves as a modern learning facility that supports PUPโ€™s growing open and distance education programs.

The facility is expected to expand access to higher education for a wider range of learners, including working students, teachers, professionals, out-of-school youth, and individuals who face financial, geographical, or time-related constraints that make traditional classroom-based learning difficult.

The PUP Open University System plays a vital role in democratizing access to education by offering affordable and flexible pathways to degree and non-degree programs. Through dedicated facilities designed for open and distance learning, the new building strengthens the universityโ€™s capacity to reach more Filipinos and provide quality education beyond the conventional classroom setting.

According to Acting Sec. De Leon, the project demonstrates how the national budget can be transformed into opportunities that directly improve peopleโ€™s lives.

โ€œSa DBM, naniniwala kami na dapat nakikita at nararamdaman ng mamamayan kung saan napupunta ang kanilang buwis. Ang gusaling ito ay patunay na kapag maayos na napaplano at naipapatupad ang budget, nagiging tunay itong puhunan para sa kinabukasan ng ating mga kababayan.โ€

He added that expanding access to education remains one of the governmentโ€™s most important investments for nation-building.

The newly completed four-storey building at the Polytechnic University of the Philippines (PUP) Mabini Campus significantly expands access to quality, flexible higher education for thousands of Filipino students under the PUP Open University program.

The building stands as a modern learning hub dedicated to PUPโ€™s open and distance education programs, Acting Secretary Kim Robert C. De Leon of the Department of Budget and Management said after DBM officials inspected the facility on June 10 to assess implementation and ensure public funds translate into meaningful services.

Built at a cost of PhP 185 million, the new facility "strengthens the universityโ€™s capacity to offer affordable and flexible degree and non-degree programs, helping democratize access to quality higher education beyond the limitations of conventional classrooms," De Leon stressed.

The project is in line with President Ferdinand R. Marcos Jr.โ€™s directive to provide better learning opportunities and ensure that public funds translate into meaningful services for the Filipino people.

IN PHOTOS: The Department of Budget and Management (DBM), through its Systems and Productivity Improvement Bureau (SPIB), teamed up with the Commission on Higher Education (CHED), Tarlac State University (TSU), and the State Universities and Colleges Internal Auditors Association, Inc. (SUCIAA) in launching a landmark capacity-building program for the Internal Audit Units of State Universities and Colleges (SUCs) from May 19 to 22, 2026.

Gathering 212 participants from SUCs and CHED offices nationwide, the program highlighted the importance of robust internal controls, effective internal auditing, and strong leadership commitment in fostering accountability, integrity, transparency, and continuous improvement across higher education institutions.

As resource persons, DBM-SPIB Director John Aries S. Macaspac and Chief Budget and Management Specialist Maria Concepcion B. Perez led discussions on the principles and concepts of internal control and internal auditing, emphasizing the crucial role of top management in strengthening governance systems and ensuring that audit recommendations are effectively implemented.

The succeeding training-workshop equipped 144 internal auditors from Luzon with practical tools and methodologies for assessing internal control systems, identifying areas for improvement, and enhancing the effectiveness of audit engagements within their respective institutions.

As preparations begin for the next training-workshop in Cebu for SUCs in the Visayas and Mindanao, DBM remains committed to advancing reforms that strengthen internal control systems, promote transparency and accountability, and support more efficient and effective public sector governance.

During the launch of the EU-PH Partnership in Reinforcing Capacity, Transparency, and Efficiency in Public Procurement, DBM Acting Secretary Kim Robert C. De Leon reaffirmed the Departmentโ€™s commitment to leveraging innovation for more responsive public services while upholding transparency and integrity in procurement.

The initiative brings together the European Union in the Philippines, UNDP Philippines, government agencies, and civil society partners to support the implementation of the New Government Procurement Act and strengthen transparency, accountability, and efficiency in public procurement.

IN PHOTOS: Department of Budget and Management (DBM) Acting Secretary Kim Robert C. De Leon committed to advancing the EU-PH Partnership in Reinforcing Capacity, Transparency, and Efficiency in Public Procurement during its launch and commitment signing on June 4, 2026, in Makati.

Acting Secretary Kim emphasized that while the DBM serves as the primary institution overseeing public procurement, strengthening the system requires close collaboration with other stakeholders to ensure transparent, accountable, and efficient public service delivery.

โ€œNo single institution can transform the procurement landscape aloneโ€ฆ each has a role to play in building an ecosystem where integrity is protected, innovation is encouraged, and public resources are managed responsibly,โ€ the newly appointed Budget Chief said.

Acting Sec. Kim also joined European Union Ambassador to the Philippines H. E. Massimo Santoro, Deputy Executive Secretary for Support Services and Auxiliaries and former Procurement Service-DBM (PS-DBM) Executive Director Atty. Dennis S. Santiago, Commission on Audit (COA) Commissioner Douglas Michael N. Mallillin, and WeSolve Foundation President Kenneth Isaiah I. Abante for an open forum on the public procurement reform project anchored on the New Government Procurement Act.

Meanwhile, UNDP Resident Representative in the Philippines Christophe Bahuet, PS-DBM Executive Director Atty. Genmaries S. Entredicho-Caong, Government Procurement Policy Board โ€“ Technical Support Office (GPPB-TSO) Officer-in-Charge Atty. Sofia C. Yanto-Abad, Affiliated Network for Social Accountability in East Asia and the Pacific (ANSA-EAP) Managing Director Redempto S. Parafina, and Makati Business Club (MBC) Program and Grants Manager Geeta Keswani joined Acting Sec. Kim and the rest of the panelists for the signing ceremony, where they signified their respective organizationsโ€™ commitment, allowing for a whole-of-society approach to strengthening the Philippine public procurement system.
