The Heads of Multilateral Development Banks met in Manila for the Group’s first-ever meeting in the Philippines, hosted by ADB as its 2026 Chair.

As developing countries face mounting challenges, the Heads reaffirmed their commitment to work together to provide financing, knowledge, and support that protects vulnerable communities, sustains investment, and strengthens resilience.

For the first time ever, the Heads of Multilateral Development Banks (MDBs) Group met in the Philippines.

Hosted by ADB, the Group’s 2026 Chair, the meeting in Manila focused on how to deliver more financing and greater impact for developing members facing conflict, high debt, inflation, and disasters.

The MDB Heads also welcomed progress on collective action to mobilize private capital and advance shared priorities.

To mark the International Day of Disaster Risk Reduction, ADB held a knowledge-sharing event on the importance of resilience, especially in the face of earthquake risks.

Special Envoy for DRRM Maria Antonio Yulo-Loyzaga shared lessons and perspectives from the Philippines, including the roles and responsibilities local governments and the private sector should play in raising the country’s resilience.

ADB Philippines Country Director Andrew Jeffries, meanwhile, underscored efforts by ADB and the Philippine government to mitigate vulnerabilities and strengthen resilience to earthquake and disaster risks.

This International Day for Disaster Risk Reduction, we put the spotlight on local governments in Camarines Norte province and how they prevent and mitigate disaster risks and strengthen preparedness.

ADB supports improved access to basic needs for affected families in the aftermath of a disaster through the Asia Pacific Disaster Response Fund. In the Philippines, ADB has supported some typhoon-affected families in 11 municipalities of Camarines Norte through the Typhoon Tino and Uwan Emergency Response Project.

A greener public transport system is taking shape in Davao City as the implementation of the Davao Public Transport Modernization Project (DPTMP) continues to move forward. The project will help deliver safer, more reliable, and more convenient public transportation for commuters while improving connectivity across the city.

Partial operations of the modern bus system are expected to begin in the first quarter of 2028. ADB is partnering with the government to support the DPTMP and help improve urban mobility for Dabaweños.

How can social protection help people stay ahead of crises, not just recover from them?

At ADB's Asia-Pacific Social Protection Week 2026, Department of Social Welfare and Development - DSWD Secretary REX Gatchalian emphasized social protection as a means for empowerment, while DSWD Assistant Secretary Juan Carlo Marquez highlighted the role of anticipatory action and adaptive social protection in helping people prepare for future shocks.

ADB is working with the Philippines to strengthen adaptive and inclusive social protection systems and raise investments in human capital to build resilience and expand opportunities for all.
