The gap is already visible on paper.

PhilHealth projects at least โ‚ฑ244 billion in benefits needed for indirect contributors, members whose coverage depends entirely on government subsidies rather than personal contributions, by 2027, but only around โ‚ฑ79 billion is currently allocated, leaving a shortfall of roughly โ‚ฑ165 billion.

The agency can cover the difference for now using retained earnings, but the Department of Health has warned that approach may not remain sustainable within two to three years without higher government subsidies, putting pressure on benefits for exactly the patients least able to pay out of pocket.
