📢 ADVISORY | LOAN RELEASE MODE and SCHEDULE

To provide a more efficient, secure, and convenient loan disbursement process, MSU-NEMPCO has officially reverted to its previous loan release schedule and mode of release, as provided under Memorandum Order No. 2026-002.

Effective immediately:

📢 MSU-NEMPCO MEMORANDUM ORDER NO. 2026-001

In line with the policies of Mindanao State University at Naawan (MSUN), MSU-NEMPCO officially adopts and shall observe the provisions of MSUN Memorandum No. 067, Series of 2026, entitled "Campus Curfew Hours and Approval Requirements for After-Hours, Friday, and Weekend Work Activities," to ensure the safety, security, and orderly conduct of all cooperative activities within the University campus.

Key reminders:

🕗 Office Hours: Monday–Thursday, 8:00 AM–5:00 PM
🏠 Friday: Work-from-Home (WFH) arrangement (online transactions only, unless otherwise authorized)
💳 Loan Releases: Every Tuesday and Thursday
📋 After-hours and weekend activities within the campus require prior approval in accordance with the University memorandum.

We encourage all officers, staff, committee members, and stakeholders to familiarize themselves with and strictly comply with this Memorandum Order.

Can a member insist on an immediate refund of share capital?

No. A member cannot legally insist on the immediate refund of share capital upon filing a notice of withdrawal.

Under Article 30 of Republic Act No. 9520 and Article II, Section 12(b) of the MSU-NEMPCO Articles of Cooperation and By-Laws (ACBL):

1. A written notice of withdrawal must first be submitted to the Board of Directors at least sixty (60) days before the intended withdrawal.
2. The Cooperative shall determine whether the member has any pending obligations. Under the ACBL, a member shall not be allowed to withdraw or terminate membership while any obligation with the Cooperative remains outstanding.
3. If there are pending obligations, the withdrawal cannot be processed until such obligations have been fully settled.
4. Even after the 60-day notice has elapsed and all obligations have been settled, the refund of share capital is not automatic. Under Article 30 of RA 9520, the Cooperative cannot release the refund if doing so would reduce its assets below the aggregate amount of its debts and liabilities (exclusive of the withdrawing member's share capital contribution).

Accordingly, the right to withdraw from membership does not equate to the right to immediate payment of the refund. The release of the refund must comply with the Cooperative's Articles of Cooperation and By-Laws, applicable policies, and the financial safeguards prescribed under RA 9520.

We are pleased to inform all covered members that our MEDOCare Certificate of Coverage (COC) has been extended and is valid from June 15, 2026 to September 30, 2026.

Eligible members may continue to avail of in-patient and out-patient healthcare services at any MEDOCare-accredited hospital, clinic, or healthcare provider nationwide by presenting:
✅ This Certificate of Coverage (COC)
✅ Any valid government-issued ID

This extension ensures the uninterrupted availability of healthcare benefits while the cooperative continues to work toward providing quality and responsive healthcare services to its members.
