The UN-HABITAT United Nations Human Settlements Programme and the Asian Development Bank (ADB) launched a Memorandum of Understanding (MOU) on 21 May in Baku, Azerbaijan, to advance collaboration on affordable housing, urban resilience, and water operator partnerships across Asia and the Pacific. Held on the sidelines of the 13th World Urban Forum (WUF13 Azerbaijan), the agreement underscores the institutions’ shared commitment to inclusive, safe, and sustainable cities.

The MOU establishes a framework for practical cooperation in affordable housing and urban planning, project-level support and institutional engagement, and knowledge exchange and city-to-city partnerships. It will also strengthen water and sanitation partnerships by linking ADB’s Water Organization Partnerships for Resilience (WOP4R) with UN-Habitat’s Global Water Operators’ Partnerships Alliance (GWOPA), helping utilities strengthen peer learning and service delivery.

Through this partnership, ADB and UN-Habitat aim to deliver results that strengthen governance, build capacity, and ensure inclusive, resilient, and sustainable urban development across Asia and the Pacific.

Over the past year, the Water and Energy Commission Secretariat (WECS), Nepal, and the Directorate General of Water Resources (DGWR), Indonesia, have worked together under the 𝗪𝗮𝘁𝗲𝗿 𝗢𝗿𝗴𝗮𝗻𝗶𝘇𝗮𝘁𝗶𝗼𝗻 𝗣𝗮𝗿𝘁𝗻𝗲𝗿𝘀𝗵𝗶𝗽𝘀 𝗳𝗼𝗿 𝗥𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝗰𝗲 (𝗪𝗢𝗣𝟰𝗥) to strengthen river basin management through sustained peer learning.

This partnership followed a structured journey:

Through this journey, the partnership delivered technical and institutional gains:

💧 Strengthened capacity in water accounting, allocation, and auditing
📊 Practical application of RIBASIM for basin modelling and scenario analysis
🏗️ Knowledge transfer on dam safety, sediment management, and basin operations
🗺️ Development of initial models using real basin data, including the West Rapti Basin
🏛️ Progress toward integrating modelling and decision support into WECS systems and workflows

With DGWR’s mentorship, WECS moved beyond concepts to actual application—building the foundation for data-driven water allocation and basin planning as it prepares for its expanded national mandate.

As highlighted during the partnership:

“Water cooperation begins with learning from one another.”

🤝 Beyond the technical outcomes, this twinning built strong institutional relationships and a shared commitment to continue collaboration—ensuring that the progress achieved translates into long-term impact for river basin management in Nepal.

Building water resilience starts with how well we manage resources across systems.

𝗜𝗻𝘁𝗲𝗴𝗿𝗮𝘁𝗲𝗱 𝘄𝗮𝘁𝗲𝗿 𝗿𝗲𝘀𝗼𝘂𝗿𝗰𝗲𝘀 𝗺𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 (𝗜𝗪𝗥𝗠) is increasingly critical as climate risks intensify, requiring better coordination, earlier detection of system changes, and more informed decision-making.

Our upcoming 𝗔𝗗𝗕 𝗲-𝗠𝗮𝗿𝗸𝗲𝘁𝗽𝗹𝗮𝗰𝗲 𝘀𝗲𝘀𝘀𝗶𝗼𝗻 explores how digital technologies are strengthening IWRM in practice, helping anticipate risks and respond more effectively.

The Asian Development Bank (ADB) has successfully launched its first cluster twinning partnership under the 𝗪𝗮𝘁𝗲𝗿 𝗢𝗿𝗴𝗮𝗻𝗶𝘇𝗮𝘁𝗶𝗼𝗻𝘀 𝗣𝗮𝗿𝘁𝗻𝗲𝗿𝘀𝗵𝗶𝗽𝘀 𝗳𝗼𝗿 𝗥𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝗰𝗲 (𝗪𝗢𝗣𝟰𝗥) 𝗽𝗿𝗼𝗴𝗿𝗮𝗺. To kickstart the initiative, mentor utility 𝗜𝗻𝗱𝗮𝗵 𝗪𝗮𝘁𝗲𝗿 𝗞𝗼𝗻𝘀𝗼𝗿𝘁𝗶𝘂𝗺 (𝗜𝗪𝗞) led a diagnostic visit to wastewater operators in three Indonesian cities of Makassar, Jambi, and Pekanbaru. The partnership aims to strengthen utility performance across several key areas:

• Strategic asset management planning
• Cost management
• Occupational safety and health (OSH) procurement and compliance
• Staff training and development

In July, nominated personnel from each utility will visit IWK in Malaysia to learn directly from their operations. WOP4R will also support continued knowledge sharing and capacity development following a detailed 18-month workplan.

This cluster twinning follows ADB’s infrastructure investments in Indonesia under the Metropolitan Sanitation Management Investment Project (MSMIP). WOP4R will support the wastewater operators of Makassar, Jambi, and Pekanbaru to translate infrastructure into resilient, high-performing service delivery.
