💧 Rural water security is not simply about building infrastructure. It is about whether people have access to safe, reliable, and climate-resilient WASH services.

The Asian Water Development Outlook 2025 highlights this shift, noting that while rural WaSH access in Asia and the Pacific has improved since 2020, challenges remain around service quality and resilience. This raises a bigger question: what enabling conditions are needed for technology and innovation to be applied, sustained, and scaled in rural water supply?

Our upcoming 𝗔𝗗𝗕 𝗲-𝗠𝗮𝗿𝗸𝗲𝘁𝗽𝗹𝗮𝗰𝗲 is presented as an Innovation Café, bringing together three real-world programs and case studies that approach this challenge from different angles:

• 𝗖𝗮𝗺𝗯𝗼𝗱𝗶𝗮: Combining infrastructure investment with policy reform, local capacity building, and climate-resilient technologies such as rainwater harvesting and solar-powered pumps.
• 𝗚𝗲𝗼𝗿𝗴𝗶𝗮: Using results-based lending to connect investment with institutional strengthening, smart water technologies, and improved rural water services.
• 𝗔𝗻𝘁𝗶𝗼𝗾𝘂𝗶𝗮, 𝗖𝗼𝗹𝗼𝗺𝗯𝗶𝗮: Connecting community-based water providers with local innovators and providing targeted support to develop and pilot solutions to real service delivery challenges.

Technology is just one part of the equation. These approaches point to a broader shift: from financing infrastructure to financing the conditions for better services.

From 2013-2025, the Urban Climate Change Resilience Trust Fund worked with cities, governments, communities, development partners, and ADB teams to test new approaches, build knowledge and capacity, strengthen planning, and lay the groundwork for impactful resilience-focused investments.

🌏 𝟭𝟮 𝗬𝗲𝗮𝗿𝘀 𝗼𝗳 𝗧𝘂𝗿𝗻𝗶𝗻𝗴 𝗥𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝗰𝗲 𝗶𝗻𝘁𝗼 𝗔𝗰𝘁𝗶𝗼𝗻

After 12 years, the 𝗨𝗿𝗯𝗮𝗻 𝗖𝗹𝗶𝗺𝗮𝘁𝗲 𝗖𝗵𝗮𝗻𝗴𝗲 𝗥𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝗰𝗲 𝗧𝗿𝘂𝘀𝘁 𝗙𝘂𝗻𝗱 (𝗨𝗖𝗖𝗥𝗧𝗙) has completed its journey, helping strengthen climate resilience for 𝟳.𝟳𝟴 𝗺𝗶𝗹𝗹𝗶𝗼𝗻 𝗽𝗲𝗼𝗽𝗹𝗲 𝗮𝗰𝗿𝗼𝘀𝘀 𝗔𝘀𝗶𝗮.

So, how can relatively small amounts of support help cities move from ideas to lasting change?

On September 16, a parallel session at the ADB Climate Adaptation Investment Planning 2026 brought together development partners, ADB, and developing member country representatives to reflect on what UCCRTF made possible and how its lessons are shaping the next chapter through the Urban Resilience Trust Fund.

UCCRTF’s experience show how trust funds can help close the gaps that often hold climate action back: helping cities strengthen policies, prepare investments, test innovative solutions, engage communities, and unlock larger-scale financing.

💡 The impact of a trust fund is not only what it funds, but what it makes possible next.

How can mobilizing catalytic financing address climate challenges globally? 🌏

Last week, ADB's Water and Urban Development team joined business leaders, sustainability practitioners, and experts in net‑zero and ESG strategies for HK Green Week and ReThink HK 2026 to explore new partnerships.

During the session "Impact Capital for Planetary Resilience: Heat, Water, and What's Next?", Vivek Raman from ADB, highlighted water's "missing middle": the gap between ambition and investor-ready projects. To catalyze water financing, it is crucial to understand all stakeholders' goals and needs, and work together to close the financing gap, finding a middle ground that allows for more partners to come in and achieve greater impact. ADB will continue to act not only as a financing partner, but as the bridge between actors to improve water security in Asia-Pacific

💧 Rural water supply is not only a question of infrastructure. It is also a question of how we finance, sustain, and adapt the systems that serve communities.

This September, our ADB e-Marketplace session will explore how innovative financing and partnerships can create space for locally relevant innovation in rural water supply.

We’ll bring together experiences from Cambodia, Georgia, and Antioquia, Colombia, looking at different approaches to financing investments, strengthening service providers, and enabling innovation to be tested and adapted to local needs.

🤔 Can we use digital twin technology to clean up our rivers?

Through an ADB Innovation Challenge, Digital Twin technology was used in Metro Manila's Pasig River to identify pollution hotspots and identify plastic leakage pathways through geospatial data, AI, and river modeling. This helps governments make smarter and data-driven decisions to address the pollution.

🤝 Last 3 September 2026, the Asian Development Bank (ADB) and Japan Sanitation Consortium (JSC) signed a Memorandum of Understanding (MOU) to foster collaboration and build capacity development programs.

In several occasions in the past JSC, a water knowledge hub for sanitation in Asia and the Pacific, has collaborated with ADB in projects in India, Vietnam and China.

This MOU is not only an opportunity to strengthen collaboration, but also to use Japanese experience with mainstreaming wastewater treatment and ensuring management service quality, including planning methods and strategies, for optimal wastewater treatment coverage. ADB and JSC plan to jointly develop and implement country-focused capacity development programs for ADB staff and government officials from ADB member countries focusing on enhancing expertise in wastewater and sanitation technologies and management.
