The UN-HABITAT United Nations Human Settlements Programme and the Asian Development Bank (ADB) launched a Memorandum of Understanding (MOU) on 21 May in Baku, Azerbaijan, to advance collaboration on affordable housing, urban resilience, and water operator partnerships across Asia and the Pacific. Held on the sidelines of the 13th World Urban Forum (WUF13 Azerbaijan), the agreement underscores the institutionsโ€™ shared commitment to inclusive, safe, and sustainable cities.

The MOU establishes a framework for practical cooperation in affordable housing and urban planning, project-level support and institutional engagement, and knowledge exchange and city-to-city partnerships. It will also strengthen water and sanitation partnerships by linking ADBโ€™s Water Organization Partnerships for Resilience (WOP4R) with UN-Habitatโ€™s Global Water Operatorsโ€™ Partnerships Alliance (GWOPA), helping utilities strengthen peer learning and service delivery.

Through this partnership, ADB and UN-Habitat aim to deliver results that strengthen governance, build capacity, and ensure inclusive, resilient, and sustainable urban development across Asia and the Pacific.

Why is this a big deal?

Cities in Asia and the Pacific are home to more than 2.2 billion peopleโ€”over half of the worldโ€™s urban populationโ€”and another 1.2 billion are expected to move into the regionโ€™s cities by 2050.

Rapid urbanization is driving infrastructure and service deficits in cities, leaving 453 million people lacking access to safely managed drinking water and 766 million without safe sanitation.

The Asian Development Bank (ADB) has successfully launched its first cluster twinning partnership under the ๐—ช๐—ฎ๐˜๐—ฒ๐—ฟ ๐—ข๐—ฟ๐—ด๐—ฎ๐—ป๐—ถ๐˜‡๐—ฎ๐˜๐—ถ๐—ผ๐—ป๐˜€ ๐—ฃ๐—ฎ๐—ฟ๐˜๐—ป๐—ฒ๐—ฟ๐˜€๐—ต๐—ถ๐—ฝ๐˜€ ๐—ณ๐—ผ๐—ฟ ๐—ฅ๐—ฒ๐˜€๐—ถ๐—น๐—ถ๐—ฒ๐—ป๐—ฐ๐—ฒ (๐—ช๐—ข๐—ฃ๐Ÿฐ๐—ฅ) ๐—ฝ๐—ฟ๐—ผ๐—ด๐—ฟ๐—ฎ๐—บ. To kickstart the initiative, mentor utility ๐—œ๐—ป๐—ฑ๐—ฎ๐—ต ๐—ช๐—ฎ๐˜๐—ฒ๐—ฟ ๐—ž๐—ผ๐—ป๐˜€๐—ผ๐—ฟ๐˜๐—ถ๐˜‚๐—บ (๐—œ๐—ช๐—ž) led a diagnostic visit to wastewater operators in three Indonesian cities of Makassar, Jambi, and Pekanbaru. The partnership aims to strengthen utility performance across several key areas:

โ€ข Strategic asset management planning
โ€ข Cost management
โ€ข Occupational safety and health (OSH) procurement and compliance
โ€ข Staff training and development

In July, nominated personnel from each utility will visit IWK in Malaysia to learn directly from their operations. WOP4R will also support continued knowledge sharing and capacity development following a detailed 18-month workplan.

This cluster twinning follows ADBโ€™s infrastructure investments in Indonesia under the Metropolitan Sanitation Management Investment Project (MSMIP). WOP4R will support the wastewater operators of Makassar, Jambi, and Pekanbaru to translate infrastructure into resilient, high-performing service delivery.
